Ensure safety of vulnerable points
On September 17, the People's Committee of Quang Binh province said that in order to respond to the tropical depression in the East Sea, along with the approaching storm season, the locality has developed specific response plans.
Deputy Director of the Department of Agriculture and Rural Development of Quang Binh province, Tran Hoai Nam, said that units are actively checking areas at risk of flash floods, landslides, deep flooding, and weak houses against storms; implementing response plans for storms, heavy rains, flash floods and landslides, proactively evacuating people and property to safe places (especially paying attention to locations at high risk of landslides such as Phong Khong hill in Duc Hoa commune, landslides in village 5, Quy Dat town, Ruc village, Hong Hoa commune...).
“When a tropical depression or storm comes, we ask people to stock up on food and necessities to prevent long-term isolation; keep a close eye on people in the forest and notify and call for safe return before floods,” said Mr. Nam.
According to Mr. Nam, one thing that the locality is preparing for is to review, inspect and clear obstacles to the flow of rivers and streams, especially at spillways of reservoirs and areas around traffic bridges; direct the grassroots broadcasting system to update on natural disasters and heavy rains so that people know, proactively prevent and respond.
The locality also focuses on ensuring the safety of the traffic, irrigation and dyke systems, especially small and vulnerable reservoirs. Prepare forces, vehicles and materials on site to respond when necessary. Specialized construction investment project management boards, districts, towns, cities and relevant departments and branches deploy measures to ensure safety for projects under construction, especially the North-South Expressway, Quang Trach Thermal Power Plant, Quang Phuc sea embankment; Nhat Le - Quang Phu sea embankment, coastal road project and Nhat Le 2 bridge... proactively deploy safety measures for projects and workers.
Evacuate people in low-lying areas
At the same time, the People's Committees of districts, cities and towns are ready to deploy plans, locations and evacuation areas for residents and tourists in low-lying, coastal and estuary areas at high risk of flash floods and landslides, especially in areas with cross-border rivers and streams. Develop plans and strategies for teaching and learning to ensure the safety of students and teachers before, during and after natural disasters.
When storms and floods occur, depending on the level, plans must be implemented such as: calling on ships to take shelter safely; evacuating people in dangerous areas; grasping information about people still in the forest, promptly requesting them to leave the forest or find safe shelter to prevent flash floods and landslides; preparing forces, means, and materials for rescue and timely handling of possible situations; organizing and arranging forces to promptly handle and ensure communication and traffic on main routes, electricity, water for production and daily life, etc.
“We also require units to operate reservoirs such as Rao Da reservoir (Quang Ninh district) according to approved operating procedures; organize 24/7 on-duty during periods of rain, floods, and storms; arrange permanent personnel at the construction site, regularly check the safety of the construction site, promptly detect and handle unusual situations according to the motto “4 on-site”” – Mr. Nam said.
