The demand for social housing in Quang Ninh is increasing rapidly in the context of the growing labor force in the area. As of November 2025, the province has more than 13,090 enterprises, more than 1,200 cooperatives operating, with nearly 696,000 employees. Therefore, developing the social housing supply is identified by the locality as a priority task.
According to Decision 444/QD-TTg, Quang Ninh is assigned the target of completing 17,588 social housing units in the 2025-2030 period, of which 2,201 units will be completed in 2025 alone. By the end of October 2025, the province had completed 1,758 units, reaching nearly 80% of the annual plan. With the current progress, Quang Ninh is expected to complete 2,288 units by the end of the year, exceeding the plan by 104%.
The whole province currently has 9 social housing projects under implementation with a scale of 5,054 units. After the National Assembly passed Resolution 201/2025/QH15 on specific mechanisms in social housing development, the Provincial People's Committee adjusted the plan for the period 2021-2025, expected to increase to 43 projects with about 55,000 apartments. This is a big change, creating room for the development of housing funds for low-income people.
To speed up progress, Quang Ninh boldly streamlines many procedures. The assignment of investors without bidding helps shorten about 200 days, equivalent to 70% of the time compared to before. The province also took the step of establishing - appraising - approving detailed planning tasks, saving about 65 more days.
In parallel with administrative procedure reform, Quang Ninh has implemented a credit program of VND120,000 billion under Resolution 33/NQ-CP to support the development of social housing. The Social Housing Project of the Bank Hill Area (Ha Long Ward) alone has disbursed 750 billion VND; nearly 200 workers have been borrowed from the Social Policy Bank with a total outstanding loan balance of more than 75 billion VND.
Along with Quang Ninh, Hai Phong is also implementing many solutions to promote the development of social housing, especially for workers and laborers working in industrial parks. Currently, there are 9 projects in the city that have been opened for sale, with prices ranging from 12 - 22 million VND/m2.
To meet the increasing demand, the city plans to complete 10,775 social housing units in 2025 and about 7,000 units in 2026. In addition to developing supply, Hai Phong also issued new mechanisms to expand the target audience for social housing purchases.
One of the important changes is Decision 133/2025/QD-UBND, stipulating that employees who "have a house but are far from work" are still considered for social housing if their house is outside the administrative boundaries of the commune where they work or where there is a social housing project. This regulation is suitable for the actual travel and living conditions of workers, especially those who work far from the center or in new industrial parks.
According to the Ministry of Construction, in the 1 million social housing project, the whole country has deployed 648,254 units; of which 127,548 units have been completed, 167,575 units are under construction and 353,131 units have been approved for investment. Thus, the total number of completed, started and approved apartments by 2025 will only reach about 61% compared to the target of 1,062,200 apartments. According to the implementation results in the first 10 months of 2025 alone: 61,893/100,275 units have been completed (reaching 62%).
It is expected that by the end of 2025, an additional 29,692 units will be completed (total of 91,585/100,275 units, reaching 91%). According to the preliminary report, 17 localities have completed or exceeded the targets, including Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, Bac Ninh, Nghe An, Phu Tho, Ca Mau, Hung Yen, Quang Ninh, Quang Ngai, Dong Nai, Thai Nguyen, Ninh Binh, Quang Tri and Tuyen Quang.
On the contrary, 13 localities are assessed to have difficulty completing the targets: Can Tho, Son La, Ha Tinh, Lang Son, Lam Dong, Gia Lai, An Giang, Dak Lak, Dong Thap, Lao Cai, Tay Ninh, Khanh Hoa and Vinh Long.
