At the 32nd Session (Special Session) this morning (October 17), the 14th term People's Council of Quang Ninh province passed a number of resolutions, including a resolution on a number of travel support policies for cadres, civil servants, public employees, and workers affected by the arrangement of commune-level administrative units in the province.
The subjects of application are cadres, civil servants, public employees, and workers working at agencies of the Party, State, the Vietnam Fatherland Front, socio-political organizations and public service units at the commune level who must change their working headquarters compared to before the arrangement of commune-level administrative units; cadres, civil servants, public employees, and workers who are mobilized, rotated, seconded, or assigned to work at commune-level administrative units after the arrangement.

Accordingly, support is 2,000,000 VND/person/month for cases of increasing travel distance from the old agency headquarters to the new agency headquarters by 10 km or more for new agency headquarters located in communes in region 1 of ethnic minority and mountainous areas of Quang Ninh province and from 15 km or more for new agency headquarters located in the remaining areas.
Support at VND 3,000,000/person/month for cadres, civil servants, public employees, and workers on the islands of Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen working at the Van Don Special Zone Administrative Center.
This policy is implemented within 36 months from the effective date of the Resolution. The support is paid with the salary of the following month according to the actual working time of cadres, civil servants, public employees, and workers; not used to calculate social insurance, health insurance, unemployment insurance, and not used as a basis for calculating other regimes and allowances.
According to the People's Committee of Quang Ninh province, the whole province has more than 1,000 people enjoying the above policy, including 19 cases in the islands of Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, Ban Sen.
