According to the review results, in Quang Ninh province, household livestock farming accounts for more than 96% with 39,848 establishments, including 270,000 pigs, 5.4 million poultry, 27,000 cows and 24,000 buffaloes. Each year, the total output of fresh meat reaches 103,000 tons and 62 million eggs.
The province currently has 1,244 livestock farms, including 26 enterprises and 24 cooperatives, with 28 facilities achieving VietGAP certification and 15 facilities achieving disease safety certification.
Through a survey, household livestock farming faces many limitations, potentially causing disease risks and environmental pollution. Livestock farms in inner-city areas must stop operating according to the provisions of the Law on Livestock to protect the living environment and public health.
On November 5, 2024, at the 22nd Session, the People's Council of Quang Ninh province, term XIV, 2021-2026, passed a Resolution on Regulations on areas within the inner city of cities, towns, and residential areas where livestock farming is not allowed and support policies when relocating livestock farms out of areas where livestock farming is not allowed in Quang Ninh province.
Accordingly, the Resolution approved 314 areas (villages/areas) where livestock farming is not allowed in the inner-city areas of 13/13 cities, towns, and townships in the province and apartment buildings, social housing, concentrated resettlement areas, and urban areas located in districts, towns, and cities approved by competent authorities.
Support policies for relocating livestock facilities out of areas where livestock farming is not allowed are applied in accordance with Decree No. 106/2024/ND-CP dated July 30, 2024 of the Government.
According to the detailed review of the resolution, Quang Ninh currently has 761 livestock households in the area where livestock farming is not allowed. Of these, 87.8% are small-scale livestock households, raising less than 2 buffaloes and cows, less than 5 pigs, and less than 50 poultry.
Localities have directly collected opinions from 761 households raising livestock, of which 502 households agreed to stop raising livestock (accounting for 65.96%) in compliance with state regulations; some households have not agreed, want to continue raising livestock at home and have proposed some support policies for dismantling and relocation. 52,708 opinions were collected/13 localities in the province, the consensus rate reached 94.93% (50,039 opinions).
Speaking at the 22nd Session of the 14th Quang Ninh Provincial People's Council, term 2021-2026 on November 5, 2024, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, affirmed that the Resolution was passed to overcome the situation of small-scale, scattered and low-efficiency livestock farming, gradually shifting to livestock farming models in the form of family farms, concentrated farms, in order to protect and improve the quality of the living environment of the community, urban landscape, contributing to the effective implementation of the provisions of the Law on Livestock 2018. This Resolution will help manage and develop livestock farming according to planning, creating favorable conditions for people and businesses, while minimizing pollution and improving the urban landscape.
The shift from small-scale to concentrated livestock farming is a direction in line with the province's socio-economic development orientation, ensuring the living environment, quality of livestock products and contributing to the sustainable development of Quang Ninh's agricultural sector.
