With the support of the Ministry of National Defence, the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (PCTT - TKCN and PTDS) of Quang Ninh province, headed by Mr. Cao Tuong Huy - Chairman of the Provincial People's Committee, directly surveyed and directed search and rescue work in Ha Long Bay and Bai Tu Long Bay by helicopter.
On the 5th day of storm No. 3, Quang Ninh province is still very active, focusing on overcoming the consequences of the storm, despite facing many difficulties due to power outages, water outages, and widespread disruption of communications.
However, with a sense of responsibility, the post-storm recovery work in the province was very quick. Up to now, the damaged areas have gradually stabilized, production activities have been restored, and people have united and supported each other to overcome difficulties.
To quickly recover from the storm, with a sense of urgency, Quang Ninh has mobilized a total of nearly 9,000 people and hundreds of vehicles to support search and rescue, and assist people in overcoming the storm. Of these, 482 people who were drifting at sea, taking shelter, or stranded on islands were successfully searched and rescued to shore.
In order to not miss anything, especially in the vast sea area, with a spirit of speed and directness, the Chairman of the People's Committee of Quang Ninh province surveyed and directed the search and rescue work in Ha Long and Bai Tu Long bays by helicopter.
During the survey and direction of search and rescue work, Mr. Cao Tuong Huy requested the forces to increase coordination, arrange more human resources and vehicles, and expand the search area with the view of reaching the trapped victims as quickly as possible.
According to Mr. Huy, the Ha Long Bay and Bai Tu Long Bay area has many islands. When a storm comes and ships encounter an accident, the islands and rocky mountains will be temporary shelters. Storm No. 3 has passed for 5 days, and among the victims, there are likely to be injured people. Therefore, the chance of survival for the victims will be shortened as the search time increases.
Therefore, every second and minute increases the chance of survival. The search must be carried out methodically, thoroughly, with a plan and a map of the specific area to ensure that no location is missed; and the determination to bring all people drifting at sea, taking shelter, or stranded on the islands back to shore.
Mr. Cao Tuong Huy also asked the people, especially fishermen and fleets operating at sea, to coordinate, expand the search area, and help victims return to shore as quickly, soonest, and safely as possible.
