On the morning of November 3, the Quang Tri Provincial Civil Defense Command said that prolonged heavy rain caused the whole province to record 3,695 households with 11,582 people flooded; by this morning, the water on the rivers had gradually receded but low-lying areas in Quang Trach, Le Thuy, and Nam Hai Lang were still partially flooded, making travel difficult.
In the 12 hours before 6:00 a.m. on November 3, the total rainfall was generally 40 to 70 mm, in some places exceeding 100 mm such as Truong Son 113 mm, Huong Son 110 mm. The water level of Kien Giang River in Le Thuy at 5:00 a.m. reached 2.92 m, 0.22 m higher than alert level 3; it is forecasted to peak at 3.20 m. The authorities warned that in the next 6 to 12 hours, there will continue to be moderate rain, heavy rain to very heavy rain.

Flooding disrupted traffic on a large scale. The whole province has more than 104 flooded spots, including 8 points on national highways, provincial roads and 96 points on spillways, inter-commune and inter-village roads. Many sections on National Highways 49C, 12A, 9C; DT 564, 564B, 565C, 582, 588A were flooded 20 cm to 1 m deep, with some places completely cut off. 103 schools with 28,513 students have to temporarily close to ensure safety.
As of 6:00 a.m. on November 3, the number of flooded households was mainly concentrated in: Quang Trach 1,200 households; Trung Thuan 800 households; Nam Hai Lang 603 households; Ninh Chau 337 households; Le Thuy 173 households; Dien Sanh 171 households; Nam Gianh 150 households; Tan Gianh 87 households; Bac Gianh 70 households; My Thuy 33 households; Hai Lang 40 households; Vinh Dinh 10 households; Quang Tri ward 9 households; Dong Le 12 households...
Landslides are complicated with 44 points recorded on national highways, provincial roads and residential roads. On the national highway, there are 3 landslides on the positive slope at 9C, 9B and 9; on the provincial road there are 7 locations, DT 587 alone has many locations with eroded road surfaces, 4 locations with broken foundations, and large slides.
Emulation and relocation work has been urgently deployed in high-risk areas: the whole province has relocated 505 households with 1,512 people to safe places, of which Quang Trach 120 households, Ba Long 104 households, Dien Sanh 84 households, Tuyen Phu 41 households...
Regarding damage, the whole province recorded 7 deaths, 1 missing person, and 4 injuries. Agriculture damaged more than 162 hectares of crops; livestock raised damaged 30 goats, 1 buffalo, about 1,200 poultry; aquatic products damaged 5.46 hectares; irrigation damaged 2,055 m of canals, many sections of river banks collapsed. The entire power grid has been restored since 3:55 p.m. on November 1.
