On June 7, according to PV's investigation, the Provincial People's Committee has just issued new regulations on compensation, support and resettlement when the State recovers land, which specifically stipulate many policies to support people to stabilize their lives and convert livelihoods.
According to new regulations, people whose land is recovered and is eligible for compensation may be considered for compensation in the form of land with other purposes or houses if the locality has land funds and people have applications.
For recovered agricultural land, people are supported with vocational training, vocational conversion and job search at a rate equal to 3.5 times the price of agricultural land of the same type according to the provincial land price list.
People who need vocational training are supported with training costs of up to 3 million VND/person/course, along with meal and travel allowances according to regulations.
Regarding property compensation, houses and construction works are compensated according to the current value plus a support amount equal to 20% of the current value, but not exceeding the new construction value.
In case the depreciation period of the house has expired but it is still usable, the minimum compensation level is equal to 20% of the new construction value.
For resettlement, the minimum resettlement area in residential land is determined to be 60m2 in the ward area and 120m2 in the commune area.
Households that take care of their own accommodation, in addition to land compensation, are also considered for additional financial support according to actual conditions.
People who are subject to relocation are supported to rent temporary housing from 2 - 5 million VND/household/month for a maximum of 6 months.
The regulation also clearly states the level of support for relocating graves from 10 - 15 million VND/place depending on the case.
At the same time, stipulate the responsibilities of departments, branches and local authorities in organizing implementation, ensuring publicity, transparency, compliance with legal regulations and promptly resolving arising problems.
