Lai Chau Provincial People's Committee has just issued a decision on standard design criteria, typical designs or application of existing designs; list of project types and maximum total investment of projects belonging to the list of special projects implementing national target programs in the province in the period 2026-2030.
According to regulations, the subjects of application are agencies, organizations, and individuals participating in or related to the management and organization of construction investment projects under the special mechanism of the National Target Program in the province.
The list of specific projects includes repairing and renovating roads to villages and inter-villages; field roads, village roads, and alleys.
Projects such as public toilets; cultural houses, village and hamlet sports areas; repairing and renovating internal field canals; repairing and replacing domestic water supply items serving the commune.
Each project in this list has a total investment of no more than 5 billion VND.
Regarding design criteria, the decision stipulates three forms allowed to be applied, including sample design, typical design and existing design.
In which, the sample design is applied to works of the same type, with similar scale and technical requirements, which have been approved by competent authorities.
Typical designs apply to works with functions and scales similar to works that have been designed before.
A ready-made design is a design dossier that has been prepared, appraised, and approved and is still suitable for use.
For projects that require specialized surveys and designs or have special characteristics that do not meet the above conditions, implementation will not be applied according to the special project mechanism.
Lai Chau Provincial People's Committee assigned the Department of Construction to guide the application of model designs, typical designs and existing designs for traffic works, public toilets, cultural houses and village and hamlet sports areas.
The Department of Agriculture and Environment provides guidance for internal field canal works and domestic water supply. The commune-level People's Committee is responsible for organizing the implementation of the project in accordance with regulations.
For projects being implemented under the specific mechanism of the 2021-2025 period, the decision allows continued implementation according to the old regulations until the end of December 31 to ensure continuity in the implementation process.
