Hanoi will comprehensively plan the Capital with a 100-year vision, setting a goal to build and develop the Capital "Culture - Civilization - Modernity - Happiness", with culture and people at the center, associated with digital transformation and sustainable development.
Overcoming overlaps, creating a unified legal foundation
According to Mr. Truong Viet Dung - Vice Chairman of Hanoi People's Committee, right in the planning orientation, the city identifies building the Capital "Culture - Civilization - Modernity - Happiness", in which taking culture and civilization as the core foundation.
Besides developing science and technology, culture is considered an important factor in fostering the thousand-year-old cultural tradition of the Capital.

Regarding site clearance work, Mr. Truong Viet Dung said that Hanoi is currently a locality with more than 26 specific mechanisms stemming from practical implementation. In the resettlement process, Hanoi City arranges temporary housing or supports rent to ensure living conditions for people.
According to the leader of Hanoi City People's Committee, in the face of practical development requirements, Hanoi City has organized the development of the Capital's master plan with a 100-year long-term vision. The planning process is being implemented seriously and scientifically, under the direction of the Politburo, the National Assembly and central agencies.
The planning dossier is completed based on receiving widespread opinions from experts, scientists and the business community.
The plan identifies the scope of the entire administrative boundaries of the Capital including 126 communes and wards with an area of about 3,359.84km2. The projected population by 2035 will reach about 14-15 million people; by 2065 it will reach from 17-19 million people, ensuring not exceeding 20 million people.
The proportion of urban construction land is expected to increase to 45-50% in 2045 and 55-60% in 2065. The plan is phased in stages: short-term to 2035, medium-term to 2045, long-term to 2065, and strategic orientation for the next 100 years.
Developing the Capital with people as the center
With the consistent viewpoint of building a "Cultural - Civilized - Modern - Happy" Capital, Hanoi City sets a goal of putting people at the center, promoting the development of green, smart and circular economy cities.
Hanoi City also sets a target to maintain an average GRDP growth rate of over 11%/year in the period 2026-2035; average income per capita reaching at least 18,800 USD by 2035 and aiming for 95,000 USD by 2065.
In the long term, Hanoi strives to become a typical global city with a modern economy based on pillars such as digital economy, finance, logistics and high-tech urban agriculture.
The plan also proposes 11 groups of breakthrough solutions, which emphasize the development of synchronous and modern infrastructure, taking transportation as a driving force for development.
Accordingly, Hanoi will develop a urban model associated with public transport (TOD), expand the urban and inter-regional railway network with a total length of about 1,153km, and form compact cities around the station.
The development space is organized according to a multi-polar, multi-center model with 9 development poles and 9 mutually supporting clusters; at the same time, expanding regional linkages, strengthening connections with localities in the Capital Region and the Red River Delta.
New driving areas will be formed in the North including Dong Anh - Soc Son and the West in Hoa Lac. The Red River axis is oriented to become a "Heritage Road", combining landscape, ecological and creative space development.

Along with that, the city focuses on exploiting multi-layered spaces, developing underground spaces and elevated spaces; building smart cities, applying artificial intelligence in management.
The plan pays special attention to environmental issues, setting the goal of thoroughly treating pollution of rivers such as To Lich, Nhue, Day; developing modern waste treatment technology in a non-filling direction.
Hanoi also aims for net zero emissions (Net Zero), expanding green corridors and improving the quality of living environment for people.
Hanoi City leaders said that, according to the plan, the city will announce the plan and organize an investment promotion conference at the end of June 2026. Planning options, mapping models and 4D technology will be displayed at the Hanoi Museum to create conditions for people and businesses to access and supervise.
Hanoi will implement planning with the spirit of publicity and transparency, promoting the effectiveness of the specific mechanisms of the Capital Law, mobilizing maximum social resources, building the Capital to be worthy of being the national political - administrative brain center, the driving force for the country's development in the new period," affirmed the leader of Hanoi City.
