Amending the program and textbook of 4 subjects after merging provinces and cities
The 2024-2025 school year is the school year. The 2018 General Education Program is organized to complete a cycle from grades 1 to 12 according to the roadmap.
In the context of the whole country implementing the arrangement of provincial-level administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units, the Ministry of Education and Training has identified a number of subjects directly affected by changes in administrative boundaries, including: History and Geography for grades 4, 5, 9; Geography for grade 12; History and Economic and Legal Education for grade 10.
Accordingly, these subjects will carry out the steps according to regulations to revise the subject program as a basis for editing textbooks, such as updating the requirements, knowledge content, place names, data, maps, charts and socio-economic information...
The editing of the subject program is carried out on the principle of minimizing changes in textbooks, enhancing guidance for teachers and schools to proactively implement the program according to their authority to suit reality.
The Ministry of Education and Training said that it is urgently completing the review and evaluation of the implementation of the 2018 general education program to update and adjust a number of subjects to ensure that the program is implemented in accordance with reality; better meeting the requirements of innovation and socio-economic development of the country through each stage. Among them, there are subjects affected by adjusting administrative boundaries.
The Ministry of Education and Training will guide publishers, organizations and individuals with approved textbooks, and adjust the necessary content to update new administrative information in the direction of ensuring the stability of textbooks and effectiveness in teaching and learning.
Urgently review and implement
At this time, schools and teachers all share the same wish that the Ministry of Education and Training as well as publishers make adjustments during the summer vacation so that when entering the new school year, students and teachers will study according to the books that have been adjusted to suit the actual situation.
On the side of SGK publishing units, Associate Professor, Dr. Nguyen Van Tung - Deputy Editor-in-Chief of Vietnam Education Publishing House - said that Vietnam Education Publishing House has directed member units to organize the draft and the Editorial Boards to review and compile statistics on the content of requirements to be achieved, knowledge, data, locations, maps, charts, socio-economic information, related to changes in administrative boundaries and authorities at two levels, and report to the Ministry of Education and Training for guidance for correction.
After the Ministry of Education and Training issued the content of revisions and updates in the program for some subjects as announced by the Ministry of Education and Training, the Vietnam Education Publishing House will repair the textbook and submit it to the Ministry of Education and Training for approval in accordance with the correct process.
Associate Professor, Dr. Nguyen Van Tung added that the principle of editing the textbook must closely follow and update the contents of the requirements to be achieved, knowledge, data, locations, maps, charts, socio-economic information, etc., on the principle of minimizing the editing of the textbook content. The methods and knowledge; especially the teaching methods of textbooks have been improved in the direction of developing capacity and qualities in the right direction.

"The Ministry of Education and Training will have specific instructions on this, in the spirit that schools and teachers will be proactive in adjusting materials, lesson content, and teaching topics on the basis of suitability with local realities and the authorities at both levels. Vietnam Education Publishing House will actively support schools and teachers to use the current textbook in accordance with the direction of the Ministry of Education and Training" - Associate Professor, Dr. Nguyen Van Tung informed.
Mr. Doan Van Ninh - Deputy General Director of Vietnam Education Equipment and Publishing Investment Joint Stock Company (VEPIC) said that immediately after receiving the directive document from the Ministry of Education and Training, the unit mobilized the Editor-in-Chief, Editor-in-Chief, and authors of the Canh Dieu textbook series and the team of editors and artists to review the titles of textbooks that need to be edited, and make a list of points that need to be adjusted.
Emphasizing that reviewing textbooks, especially content on knowledge, data, locations or administrative changes, Mr. Ninh affirmed that VEPIC will focus on testing the accuracy of knowledge, language and image conversion, ensuring that textbooks are easy to understand and pedagogical.
