Ready for the transition

"We have to count each seal, review thousands of documents and papers to avoid loss or errors when moving to a new administrative unit" - a cadastral officer here shared.

At newly established administrative centers, technical staff are urgently installing computer systems, transmission lines, population management software, civil status, etc. Short-term training courses on the operation of electronic administrative systems, instructions for receiving and transferring public services are also being held simultaneously at the commune and ward levels.

Ms. Hoang Hai Yen - Secretary, Chairman of the People's Committee of Hoa Cu commune, Cao Loc district - said: "In the spirit of implementing the policy, we have also been arranging personnel, arranging documents and editing records and documents, inventorying public assets and packing documents into boxes and crates and transferring them to the archives before June 30, 2025".

Expectations from the participants

Chairman of Lang Son Provincial People's Committee Ho Tien Thieu emphasized: "People should not be affected in the process of converting the administrative organization model".

Along with that, the leaders of the border province require units to arrange and assign cadres and civil servants relatively evenly between wards to ensure fairness, without causing great disruption; at the same time, hand over all cadres and civil servants working at public service units to the provincial departments and branches to ensure unity in management.

Mr. Thieu also noted that newly established wards and communes in the two-level government model will have to shoulder more tasks, and the workload will also be heavier. Therefore, the team of cadres and civil servants must regularly update new documents of the Central Government and the province, professional instructions to ensure smooth and effective direction and work resolution.

Lang Son province will conduct a trial operation of the two-level government from 8:00 a.m. on June 26 to 5:00 p.m. on June 27.
