The project to invest in connecting the Noi Bai - Lao Cai expressway with the Tuyen Quang - Phu Tho expressway was approved from June 4, 2024, according to Decision No. 699/QD-BGTVT of the old Ministry of Transport (now the Ministry of Construction).
The total investment of the project is more than 692 billion VND, invested by the Phu Tho Regional Project Management Board. The construction package of the project completed contractor selection and started construction from mid-February 2025 to date.
According to reporters of Lao Dong Newspaper in the early days of June 2026, the road project connecting 2 key expressways has taken shape and is entering the completion phase.

It can be seen that the main route has been asphalted; the overpass at the provincial road intersection 315B (connecting directly to the end point of the Tuyen Quang - Phu Tho expressway) has been completed.
The contractor is currently constructing service roads and items related to traffic safety and smart traffic systems.
The expressway is built with a total length of more than 2.7km, connecting the IC9 intersection of the Noi Bai - Lao Cai expressway and the ending point of the Tuyen Quang - Phu Tho expressway. The rest is the service road system.

Mr. Han Quang Duy - a resident of Phu Tho ward - shared: "In recent years, after the Tuyen Quang - Phu Tho expressway was completed, the Ho Chi Minh road section is often crowded with vehicles, this new road will help cars traveling on the expressway have a separate, faster and safer route.
Talking to a reporter of Lao Dong Newspaper, Mr. Do The Nam - Deputy Director of the Phu Tho Regional Project Management Board - said that up to now, the construction deployment has reached 84.14% of the volume, with many important items completed. Specifically:
Completed construction of 5/5 underpasses, 10/10 box culverts, 14/14 round culverts, 100% precast components, 100% retaining walls.
An important item is the overpass at the provincial road intersection 315B (directly connecting to the end point of the Tuyen Quang - Phu Tho expressway) which has also been completed and is currently under construction for the expansion joint.

For the main route: Construction has basically been completed so far, the contractor has spread crushed gravel, asphalt pavement in layers...
For the IC9 intersection branch line, service roads, and restored roads: The roadbed is basically 100% completed; crushed stone paving reaches 50%; asphalt concrete paving reaches 30%.
For traffic safety items, smart traffic system: Contractors are stockpiling materials; constructing excavation of foundation pits, installing plastic pipes, smart traffic system cable warning tapes (80%); constructing and installing noise-resistant walls, wavy corrugated iron (85%); constructing foundations for lampposts, reaching poles, footrests, signs (50%).
The expressway section when put into use will help reduce the load on the Ho Chi Minh road, reduce traffic accidents, improve the exploitation capacity and investment efficiency of 2 key expressways, contributing to promoting socio-economic development.
