A series of abandoned public offices
According to statistics from the Department of Finance of Ninh Binh province, the total number of real estate facilities managed and used by agencies, units and enterprises that are subject to rearrangement and handling in Ninh Binh province is nearly 3,000. Of which, the number of real estate facilities that have had their rearrangement and handling plans approved is more than 2,400, while the remaining nearly 600 facilities in the administrative sector have not had their rearrangement and handling plans approved.
Kim Son is the only unit in Ninh Binh province to carry out the arrangement of commune-level administrative units, period 2019 - 2021. Kim Son district has successfully merged two communes Xuan Thien and Chinh Tam into Xuan Chinh commune; merged Yen Mat commune - part to Kim Chinh commune and part to Nhu Hoa commune.
Mr. Tran Xuan Truong - Chairman of Kim Son District People's Committee - said that after the merger, the units have expanded their development space and promoted the potential strengths of the locality. However, the handling of redundant headquarters after the merger of commune-level administrative units in the district has not been completely resolved, causing waste.
For the Ninh Binh Provincial Health Sector, in the period of 2019 - 2021, 5 affiliated units were merged including: Preventive Medicine Center, HIV/AIDS Prevention and Control Center, Reproductive Health Care Center, Dermatology Center and Health Education and Communication Center to establish the Ninh Binh Provincial Disease Control Center.
After the merger, the redundant headquarters have not been processed yet, abandoned without anyone to look after them. Meanwhile, the headquarters of the Ninh Binh Provincial Disease Control Center is cramped and does not have enough office space. "Currently, the headquarters of the Center is cramped, there are not enough rooms to work, we are having to use 2 facilities, this is very inconvenient for the Center's operations because the same unit has to travel to 2 places to work" - Mr. Le Hoang Nam, Director of the Ninh Binh Provincial Disease Control Center said.
Difficult to handle
According to the representative of the Ninh Binh Provincial Department of Finance, the handling of surplus real estate facilities after rearrangement is currently facing some difficulties, leading to the handling of these facilities being delayed, causing waste. For facilities put up for auction, it is necessary to consider whether they are suitable for land use planning and plans, and facilities transferred to other units must be evaluated for appropriate functionality... Not to mention that there are facilities of central agencies located in the province, the handling and approval of plans must be approved by the central agency.
Some agencies and units have not closely followed and promptly reflected the situation of asset fluctuations; have not researched and promptly updated legal documents on public asset management; have not clearly understood the asset handling procedures to handle them in accordance with regulations. The development of regulations on management and use of public assets and the implementation of periodic reports on the management and use of public assets by some agencies, units and organizations have not been timely, not on time, and the content has not been ensured according to regulations.
In addition, some agencies and units use part of public assets for business purposes, leasing, joint ventures, and associations without a project approved by competent authorities. The process of implementing data updates on the Public Asset Management software system according to Circular No. 48/2023/TT-BTC dated July 12, 2023 of the Ministry of Finance is not complete and timely.
