According to Lao Dong reporter on October 18, many government agency headquarters have been abandoned for decades. At 30 To Hieu Street (Ha Dong District), the headquarters belongs to the Supreme People's Procuracy but has been abandoned and degraded for many years. Right next to it is the building at 32 To Hieu Street, formerly the headquarters of Ha Tay Radio and Television Station.
Both buildings were locked, house numbers and signs were damaged by time and no trace could be seen. After many years of abandonment, trees grew wildly in the two buildings. The outer walls were peeling, many of the rooms had dilapidated and shabby doors.
More than 100m away is the headquarters of the Hanoi Statistical Office, Facility II, which has also been closed and unused for many years. All items are seriously degraded. On the street, nearly a dozen kiosks are empty, with their doors closed. Part of this facility was previously rented to a private person as a motorbike repair shop and has since been moved to another address.
Mr. Nguyen Hoang Dong - a resident living on To Hieu street said: "The headquarters is abandoned, it's a waste. Therefore, many people have come here to rent outside the headquarters to use as a coffee shop, repair bicycles or cut hair."
The current status of the Ha Dong State Treasury is no different from the above-mentioned headquarters. Apart from the notice: "From August 14, 2023, the Ha Dong State Treasury will move its transaction headquarters to the new administrative center of Ha Cau ward, Ha Dong" posted in front of the gate, this headquarters shows no signs of operation.
On September 9, 2024, the People's Committee of Ha Dong district issued Document No. 2742/UBND-TCKH to relevant agencies and units regarding the inspection, review, and proposal of contents related to housing and land facilities in Ha Dong district as reported by the press.
This document clearly states: "These houses and land facilities were assigned by the People's Committee of Ha Tay province to agencies and units as working offices. After the merger of Ha Tay province with Hanoi city in 2008, these houses and land facilities were arranged and assigned to agencies and units for management and use, but the management and use were not effective, causing waste of public assets and were reported by the press in the recent past."
To resolve the above situation, the People's Committee of Ha Dong district has requested the agencies and units assigned to manage the above-mentioned houses and lands to urgently inspect, review, rearrange, and handle houses and lands for effective management and use, in accordance with standards, norms, and regulations of law.
In case after reviewing the houses and land there is still surplus compared to the standards and norms, it is necessary to promptly report to the competent authority for consideration and handling according to current legal regulations to avoid wasting public assets.
In early July 2024, the Hanoi People's Committee also sent a report to the Hanoi People's Council to respond to voters' recommendations and reflections on this content. Accordingly, the Hanoi People's Committee said that based on the Government's regulations on the arrangement and handling of public assets, from 2018 to now, the city has had at least 5 documents directing the handling of this matter.
