On May 25, Hoa Lac Commune People's Committee held a conference to listen to the Economic Department of the commune report on land recovery, compensation, support, and site clearance for 7 households in hamlet 7, Hoa Lac commune to implement the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway in Hoa Lac commune.
According to the report of the Investment - Infrastructure Project Management Board of Hoa Lac commune, as of May 24, the site clearance of the Thang Long Avenue project in the commune has been completed by over 99% of the volume.
However, there are still 7 households with 9 plans that have not received compensation money and have not handed over land to implement the project.
Right in the morning and noon of May 25, Hoa Lac Commune People's Committee continued to focus on propaganda and mobilize households to agree to implement the State's policy.
Leaders and specialists of the Commune Economic Department and the Investment - Infrastructure Project Management Board directly went to households to pay compensation and support according to the approved plan.
By noon of the same day, 7 households had agreed to hand over the land; of which 4 households had received compensation money. These are cases of long-standing problems.

At the conference, delegates listened to the Economic and Social Department report on the plan to enforce land recovery for cases that have not yet complied with the land recovery decision according to legal regulations.
At the same time, the units also reported on propaganda and mobilization work, progress of asset relocation, demolition of works and handover of land to serve project construction.
Speaking at the conclusion of the conference, Mr. Dao Xuan Ban - Chairman of Hoa Lac Commune People's Committee requested the Commune Infrastructure Investment Project Management Board to continue to closely coordinate with the Economic Department, Commune Police and village 7 leaders to promote propaganda and mobilize the remaining households to receive compensation and support money and urgently move assets and hand over land for the project.
For cases of intentionally not complying with receiving money and handing over land according to the committed progress, the Commune People's Committee will carry out land recovery coercion in accordance with the order and procedures of law to ensure the progress of the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The starting point connects to the urban intersection between Thang Long Avenue expressway and National Highway 21; the ending point connects to the Hoa Lac - Hoa Binh expressway.
The total length of the route is about 6.7km, the cross-section is 120-180m, belonging to Hoa Lac and Yen Xuan communes.
The project has a total investment of 5,249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
