Reporting to Lao Dong Newspaper, many households in village 10, Luc Yen commune said that their lives are being greatly affected by the stone mining and processing activities of Yen Bai VPG Mineral Joint Stock Company.
In early September, present in village 10, Luc Yen commune, reporters recorded a quarry being exploited and processed near residential areas.
During the exploitation process, machinery and vehicles were mobilized, causing great noise. Not to mention, the mining area is located right behind the residential area, and the stone during the mining process is gathered right next to the people's house.
In the factory premises, the waste dump is higher than the people's house, there is a risk of landslides when it rains, wastewater from the exploitation process is dumped directly into the stream, causing pollution of domestic water sources.
Talking to reporters, Mr. Hoang Van Tay (in village 10, Luc Yen commune) said: "A few years ago, rolling rocks, fired at the roof, broke tiles, the domestic water is now full of stone powder, the noise from the drilling machine... is tormenting people every day".
In 2022, after many complaints from people, the business promised to provide clean water for people to feel secure in using. However, the company only supplies water from wells drilled at the mine, then supplies it to nearby households.
People have used inspection equipment many times to discover that the water contains many impurities and lime, which cannot be used, so people have to buy clean water to use. Currently, the enterprise continues to exploit low altitudes, affecting the underground water supply of all households living here, Mr. Toai said indignantly.
Not to mention, the company has expanded the exploitation area near the back of the residential area, every time it rains, people are afraid that the landslides on the high hills endanger the lives and property of households at the foot of the mountain.
Faced with the above concerns, households here have submitted a collective petition hoping that the commune government will urgently intervene and rectify the exploitation and processing activities of enterprises so that people can live with peace of mind.
According to the investigation, the enterprise that people reported was Yen Bai VPG Mineral Joint Stock Company, with Mr. Nguyen Thanh Binh as General Director. Yen Bai VPG Mineral Joint Stock Company has been exploiting and processing at Dao Lam quarry, in Luc Yen district since 2010, for a period of 23 years, with an exploitation capacity of 19,500m3/year.
Speaking to reporters, Lieutenant Colonel Nguyen Trung Kien - Head of Luc Yen Commune Police - said that after receiving the information, the authorities coordinated with the local authorities to promptly intervene. At the time of inspection, the company presented complete documents on the mining license, mine scope... and did not determine that this company violated regulations on mining.
Meanwhile, the leader of the People's Committee of Luc Yen commune said that, in response to the recommendations of the people, the locality, through working with the enterprise, requested that during the exploitation process, noise was ensured and exploitation locations near residential areas were fixed. Comply with regulations and procedures on stone mining.
Previously, in 2023, the People's Committee of Yen Bai province (old) fined Yen Bai VPG Mineral Joint Stock Company VND 240 million for exploiting in the wrong order and dumping waste in the wrong location.
During the exploitation process at the mining mine with a mine bottom height of +10.01m and 120m, Yen Bai VPG Mineral Joint Stock Company did not comply with the exploitation procedures according to the approved mine design.
In the second act, according to the mining design, soil and waste rock were dumped in the waste dump northwest of the mine. However, the company dumped soil and waste rock onto the edge of the mining mine.
