The Ministry of Justice posted the dossier for appraisal of the draft Decree amending and supplementing a number of articles of Decree No. 67/2023/ND-CP dated September 6, 2023 of the Government on compulsory civil liability insurance for motor vehicle owners; compulsory fire and explosion insurance; compulsory insurance in construction investment activities.
The dossier contains comments from many insurance companies.

The draft should have regulations requiring or prioritizing the issuance of electronic insurance certificates for compulsory insurance in construction activities and civil liability insurance for motor vehicle owners to reduce printing costs and facilitate inspection and supervision by state agencies".
According to this business, Resolution 68-NQ/TW requires "digitalizing and smartening" insurance procedures.
Regarding the business's proposal, the Ministry of Finance - the drafting agency - said that there are currently regulations on electronic transactions in the financial sector, so they will be applied according to general regulations.
PVI, Vinare, BIC insurance companies contributed opinions to supplement the type of project in the fee schedule: Subway, metro, urban area infrastructure, industrial park infrastructure.
In fact, many IP technical infrastructure projects have arisen. Therefore, BIC proposes to supplement the fee schedule and deduction level applied to technical infrastructure construction works in general (including many different items such as internal roads, water supply and drainage, electricity, telecommunications...).
Regarding this comment, the drafting agency said that it has received, revised and completed the draft Decree in the direction of regulating insurance premiums and deduction levels for subway/Metro lines up to 5.9‰ to be consistent with premium levels in the international reinsurance market and for insurance businesses and domestic reinsurance businesses to be able to transfer risks to the international market.
Regarding the insurance company's proposal to supplement regulations on insurance premiums and deduction levels for technical infrastructure works (urban area infrastructure, industrial park infrastructure, level III and above highways), these works are not in the list of works and items subject to insurance of the Construction Law, so the drafting agency did not accept it.
