Currently, in Ninh Binh province, there are 7 Medical Centers in districts and cities under the Ninh Binh Provincial Department of Health. On February 27, 2025, the Provincial People's Committee issued a decision on transferring the management of the above Medical Centers to the People's Committees of districts and cities for management.
On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue reorganizing the apparatus of the political system; on March 4, 2025, the Standing Committee of the Ninh Binh Provincial Party Committee issued Document No. 3081-CV/TU on the temporary suspension of transferring Medical Centers to the People's Committees at the district level for management.
Implementing the direction of the Provincial People's Committee Party Committee Standing Committee, the Ninh Binh Provincial People's Committee issued Decision No. 107/QD-UBND-VP7 on temporarily suspending the transfer of Medical Centers to the District People's Committee for management until there are specific instructions and instructions from the Central Government.
The People's Committee of Ninh Binh province assigned the Department of Health to preside over and coordinate with the Department of Home Affairs, the Department of Justice, and the People's Committees of districts and cities to promptly implement it according to regulations. At the same time, study and advise the Provincial People's Committee to consider and decide to amend, supplement, abolish, and replace decisions and regulations on functions, tasks, and organizational structure of the relevant Department of Health.
The People's Committee of Ninh Binh province has also revoked Decision No. 104/QD-UBND dated February 27, 2025, on transferring the management of Medical Centers of districts and cities under the Department of Health to the People's Committees of districts and cities for management.
