The 11km long road in Tuyen Quang City, constructed by Hoang Dan Company, has been devastated by landslides and shows signs of deterioration after nearly 2 years of use.

As Lao Dong reported, the Ministry of Public Security has just initiated criminal proceedings against the criminal cases of "Violating accounting regulations causing serious consequences" and "Violating bidding regulations causing serious consequences" occurring at Department 4 - Ministry of Agriculture and Rural Development (MARD), Hoang Dan Investment and Construction Company Limited (Hoang Dan Company) and related units.

The Ministry of Public Security also prosecuted and applied preventive measures against Nguyen Van Dan - Director of Hoang Dan Company - and 7 other individuals.

The new road has collapsed.

According to the reporter's investigation, over the past 5 years, Hoang Dan Company has won bids and constructed a number of projects in Tuyen Quang province. Among them, there is a project to renovate and upgrade the road from Tan Trao street to Cam temple (Tuyen Quang city) 11 km long, with a total investment of over 147 billion VND.

After several adjustments due to delays, the route was officially put into use in early 2023, but to date, many items have shown signs of deterioration and landslides.

Recorded at the beginning of November 2024, there were dozens of landslides along the route, with rocks and soil falling onto the road and drainage ditches. Some locations had cracked pavements and curbs, although traffic density on the route was quite sparse.

In particular, after heavy rains in 2023 and 2024, landslides at this project became more serious. To date, many landslides have not been repaired, posing a potential risk to traffic safety.

Mr. Do Van Thi (Tuyen Quang City) travels this route every day and said that since the route was officially opened, he has seen landslides. Sometimes there are even large rocks rolling down the cliff onto the road.

"This road is new, across the mountain, mainly used by people, very few cars pass here. The steep pass has no lights, landslides and rolling rocks happen all the time, making us very worried. There have been people driving at night and crashing into rocks and soil that spilled onto the road," said Mr. Thi.

Along the entire route, many locations had to break rocks to open the road, creating vertical cliffs tens of meters high. However, the surface of the cliffs was not reinforced and uneven, causing landslides and rolling rocks to continuously appear.

Meanwhile, many sections with one side being a cliff and the other side being a deep abyss are not equipped with safety guardrails, making traffic participants always feel insecure.

Just expired warranty

This is a project under the Northern Mountainous Urban Program Project, using World Bank loans with the goal of developing spiritual and ecological tourism and improving the lives of people in Dum village - a disadvantaged area of ​​Tuyen Quang city.

The completed road has facilitated travel and economic development for hundreds of households, but landslides, rolling rocks, and signs of deterioration of this billion-dollar project have made people worried.

On November 7, speaking with a reporter from Lao Dong Newspaper, Ms. Nong Thi Toan - Vice Chairman of Tuyen Quang City People's Committee - said that the recent floods have caused landslides in some locations on the route. The specialized agency has prepared a dossier and made a plan to overcome the situation in the coming time.

Regarding the quality of the project, Ms. Toan said: "The road was constructed by Hoang Dan Investment and Construction Company Limited and the warranty has expired."
