Focus on overcoming the consequences of storm No. 10, ensuring people's lives

The impact of storm No. 10 (Bualoi) and flood discharge in some reservoirs have caused many localities in Thanh Hoa, Nghe An, Lao Cai to be submerged in water. People's lives have been turned upside down, many families have fallen into loss and mourning. The authorities and functional forces of the provinces have been rescuing through the night, with the spirit of "leaving no one behind".

Floodwaters in Thanh Hoa, Nghe An

On the night of September 29 and early morning of September 30, social networks were filled with calls for help from people in Tuong Son, Cac Son, Van Thien communes and some communes in the old Nong Cong district. Water from upstream combined with the discharge of reservoirs has caused many communes to be deeply submerged in floodwater.

People said that in just about 2 hours, the water from the edge of the house rose to the roof. Many households could not move in time, forced to leave their assets and climb onto the roofs to wait for rescue forces.

In response, all night, authorities at all levels, police forces, soldiers, militia and many social organizations, including the "Thanh Hoa 0 Compass Rescue Team" and volunteer groups from Hanoi and Hai Phong, urgently sent boats to flooded areas to rescue.

By morning, many people were taken to safety. However, at one point, the three grandmothers and grandchildren used a personal boat to move and overturned, causing the grandmother to die and the young grandchild to go missing.

Similarly, from the evening of September 29 to the early morning of September 30, especially heavy rain caused the water level of Cau Chay River to rise, many low-lying communes of Ngoc Lac district (old) were heavily flooded. Inter-commune and inter-village roads are submerged in water. In communes along the Ma River, flooding occurred widely, people's houses and properties were covered with floodwaters.

According to a quick report from the Thanh Hoa Provincial People's Committee, the storm has killed 4 people, 3 people are missing, and 6 people are injured. The whole province recorded 955 damaged houses, of which 19 houses were completely collapsed, 4,059 houses were flooded; 17 households/63 people were affected by landslides; 62 boats were damaged; 1,770 hectares of traditional fish farming were overflowing.

The storm also caused 67 schools, one medical facility to be flooded, one medical station and 3 cultural houses to be damaged. In 23 villages of the 8 communes of Mau Lam, Bat Mot, Nhu Xuan, Quan Son, Hoa Quy, Xuan Chinh, Ba Thuoc, Cong Chinh alone, 1,673 households were temporarily isolated.

More than 100 locations on national and provincial highways were flooded, causing traffic congestion. Thanh Hoa also recorded 5 dike incidents in Quang Phu, Cac Son, Ha Long, Xuan Lap, Tho Lap communes; 7 sections of the dike were overflowed; 620m of canals were eroded; 2 lakes were damaged; 2 sections of the Buoi River bank were seriously eroded.

In Nghe An, prolonged heavy rain due to the impact of storm No. 10 caused many communes in the West to be deeply flooded and isolated. Yen Hoa commune is a hot spot, water rises to the roofs, forcing the authorities to urgently evacuate people.

On the morning of September 30, many roads in Nghe An were deeply flooded, trees fell, and some areas were at high risk of landslides. The government has set up warning posts, deployed forces to be on duty 24/7 at dangerous locations, supported people to stay in their homes, and evacuate people and property.

Lao Cai: Many places are flooded, landslides, flash floods

In Lao Cai, heavy rain from the night of September 29 caused flooding, flash floods, and landslides in many communes, directly affecting people's lives.
Notably, on the morning of September 30, 48 delegates from 40 delegations asked not to attend the closing session of the 1st Lao Cai Provincial Party Congress to return to the grassroots level to direct the overcoming of the consequences of natural disasters.The delegation of Viet Hong commune asked to be absent in all because the locality was being severely affected.

Ms. Hoang Thi Hanh (60 years old, residing in Viet Hong commune) said that at around 5:00 p.m. on September 29, floodwaters poured into Khe Gao stream, causing her family and about 10 other households in Ben and Van villages in Viet Hong commune to be heavily flooded, the water rose to the 2nd floor of her family's house, and her family had to go online to pray for help.

"At first, I thought the floodwaters were small. But then at around 5:30 p.m., the floodwaters rose very quickly and at around 6 p.m., the water reached the family's second floor. My family has 8 people and about 12 other people who have to climb onto the roof to take shelter" - Ms. Hanh recounted.

Speaking with Lao Dong, Mr. Hoang Manh Ha - Secretary of the Party Committee of Viet Hong commune - said: "Yesterday, there were flash floods in the area that flooded many areas, so after the working session on the afternoon of September 29, we had to go to the locality to direct the recovery of the consequences of natural disasters, and at the same time report to be absent from the closing session of the Congress on the morning of September 30. Last night, local authorities urgently evacuated 79 households with 278 people in the area at risk of landslides to safety. Currently, there is still rain in the area, so we are on duty to monitor to continue implementing response solutions".

In Muong Hum commune, on the morning of September 30, search forces discovered the body of Ms. Giang Thi Sung (1978, residing in Po Ho village) buried by a landslide while raising livestock. Local authorities mobilized local forces to search and rescue that night.

The leader of Muong Hum commune informed "The commune leaders have directly gone to the area to grasp the situation, promptly directed to overcome the consequences, support, evacuate people and property to safe places; arrange temporary accommodation for households with collapsed houses and households with severely damaged houses; military forces, militia, youth, women, and veterans have actively helped people repair houses, level mud, clean the environment...".

According to a quick report, heavy rain lasted from September 29 to the morning of September 30, causing severe damage to property and infrastructure in Tu Le commune, estimated at more than 32 billion VND. The authorities have urgently evacuated 28 households from the dangerous area.

In Sa Pa, many roads, especially National Highway 4D through Phan Si Pang Ward, O Quy Ho Pass, Provincial Road 152, continued to collapse, causing local congestion. Sa Pa Ward Police urgently deployed forces at the scene, warned of dangers, guided traffic and supported people in affected areas.

Due to rising river water levels, many low-lying areas along the river in Lao Cai and Yen Bai were also deeply flooded, some places over 1m. On September 30, thousands of households were urgently evacuated to safety.

Joining hands to overcome natural disasters, people's lives are paramount

Faced with the complicated situation, Chairman of Thanh Hoa Provincial People's Committee Nguyen Hoai Anh said that the province has urgently visited and supported the families of some victims, focusing on treating the injured. Forces are mobilized to the maximum to search and rescue, restore traffic, electricity, water, healthcare, and education in isolated areas. Localities must promptly handle incidents, ensure dyke safety and be on duty at vulnerable points, Mr. Nguyen Hoai Anh emphasized.

On September 30, Mr. Tran Cam Tu - Politburo member, Standing member of the Secretariat; Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front and Central organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front - and the working delegation visited, encouraged and supported people in some North Central provinces to overcome the consequences of storm No. 10.

In Thanh Hoa province, on behalf of the Party and State leaders, Standing member of the Secretariat Tran Cam Tu sent his warmest condolences and deep sympathy to the people of Thanh Hoa province for the losses caused by storm No. 10.
At the same time, he praised the efforts and determination of the entire political system, all levels, sectors, armed forces and people of the provinces in response and overcoming.Mr. Tran Cam Tu suggested that Party committees, Party organizations, the Fatherland Front, armed forces and socio-political organizations in localities continue to strictly implement the direction of the Central Government, focus on overcoming the consequences with the highest goal of ensuring people's lives, caring for people's lives and restoring socio-economic development.

According to Mr. Tran Cam Tu, authorities at all levels in areas affected by storms and floods need to pay attention to promptly supporting necessities for people in flooded areas, focusing on environmental sanitation, disease prevention and control, urgently overcoming the dike system, electricity, roads, schools, stations, not leaving classes or medical examination and treatment facilities. Update reports, proposals and recommendations in writing so that the Central Government can provide timely direction and support.
