Budget revenue ranks 9th nationwide
On October 5, the People's Committee of Thanh Hoa province said that in the first 9 months of 2025, Thanh Hoa's budget revenue ranked 9th nationwide; by September 30, 2025, it is estimated to reach VND 44,067 billion, equal to 97% of the estimate and an increase of 3.6% over the same period. Of which: domestic revenue was VND 28,661 billion, equal to 104.3% of the estimate, up 9%; import-export revenue was VND 15,406 billion, equal to 85.6% of the estimate and 94.8% of the same period.
Total local budget balance expenditure is 36,366 billion VND, equal to 67.7% of the estimate, up 14.1%; the province has promptly arranged and handled finance - public assets, transferred public investment project management, adjusted the estimate and completed the decentralization of revenue - expenditure tasks between budget levels in the process of restructuring the apparatus.
GRDP growth in the first 9 months is estimated at 8.19%, continuing to be in the high group of the whole country: agriculture, forestry and fishery increased by 3.34%; industry and construction increased by 9.81% (industry increased by 10.12%; construction increased by 8.96%); services increased by 8.8%; product taxes minus product subsidies increased by 1.94%.
Establish a new leading enterprise in the North Central region. Foreign affairs and investment promotion work has been strongly implemented: signing a cooperation agreement in 2025 with Hua Phan province (Laos); expanding cooperation with the authorities and enterprises of Seongnam city (Korea) and Niigata province (Japan); working with the Embassies of Japan, Australia, Switzerland in Vietnam and many large corporations to start and inaugurate key projects, contributing positively to growth.
Mobilized total social investment capital in the first 9 months is estimated at VND 105.4 trillion, equal to 75.3% of the plan and 104.3% of the same period. Attracted 103 direct investment projects (including 10 FDI projects), with a total registered capital of VND 16,505 billion and USD 428.5 million, up 25.4% over the same period; approved the policy of 5 land use rights auction projects with a total capital of VND 1,410 billion; received 9 non-refundable aid packages with a total capital of USD 1.81 million.
The private sector broke out: In the first 9 months, 3,561 enterprises entered and re-entered the market (up 16.5%), of which 2,904 new enterprises were established, equal to 96.8% of the plan and up 20.1% (up 486 enterprises). Thanh Hoa ranks 13th out of 34 provinces and cities and tops the North Central region in terms of the number of newly established enterprises; charter capital of VND 25,266 billion, up 37.1%; 657 enterprises returned to operation (up 3%).
Becoming a leading locality in reform
At the 20242025 National High School HSG exam: 77/90 students won prizes (85.6%) including 4 first prizes, 19 second prizes, 32 third prizes, 22 consolation prizes, ranked 5th nationwide; 1 student attended the International Informatics Olympiad in the Asia-Pacific region. 2025 high school graduation exam: Thanh Hoa has 989 points 10 (ranked 6th nationwide); average score 6.26 (ranked 8th, up 10 places compared to 2024).
Science - technology and digital transformation are promoted: focusing on research and application, transferring technical advances; evaluating and accepting 24 tasks, stopping 4 tasks; implementing Resolution 57 of the Politburo, Resolution 71 of the Government; launching the "digital education in the civil service" movement, training on "AI application in work and life" to 1,018 points/51,911 people; connecting data infrastructure, operating systems, and online communication smoothly from the province to 166 communes and wards.
Social security - employment has made great strides. 9 months of creating jobs for 48,500 workers (83.6% of the plan; 99% of the same period); resolving unemployment benefits for 13,710 workers (down 32.9%).
The province presented gifts on the occasion of the 80th anniversary of the August Revolution and National Day on September 2 with a total cost of 430.5 billion VND; completed the construction and repair of houses for 14,780 poor households, policy families, and disadvantaged households (reaching 100% of the plan), with a total mobilized cost of 1,619 billion VND.
Organize the apparatus streamlined and effective. Thanh Hoa focuses on reviewing and arranging local governments at both levels to ensure progress and the requirements of the Central Government. After the arrangement, the whole province has 166 commune-level administrative units (19 wards, 147 communes), a decrease of 381 units (69.6%); 14 specialized agencies under the Provincial People's Committee, a decrease of 5 departments (26.3%); 1 administrative organization, a decrease of 1 organization (50%).
The province completed the arrangement of the Provincial Inspectorate, merged Thanh Hoa Radio and Television Newspaper and Station; reorganized 13 provincial-level public service units, 207 public service units under departments, branches and branches; arrangement of district-level public service units; issued regulations on functions, tasks, powers, structure and staffing after the merger.
According to the People's Committee of Thanh Hoa province, Thanh Hoa is a locality with clear administrative reform - improved investment environment. PCI Index 2024 ranked 21/63 nationwide, ranked 2nd in the North Central region, belonging to the group of well-run localities, and being the most reformed locality in 20 years (20052024). Digital transformation in administrative reform is being vigorously implemented: announcing 2,234 procedures, receiving - handling 2,052 procedures under the "green lane" mechanism, shortening processing time, and providing maximum support to people and businesses.
