On August 19, the Office of Thanh Hoa Provincial People's Committee said that after the Provincial People's Committee received Official Dispatch No. 8820/BNV-CCHC dated August 12, 2026 of the Ministry of Home Affairs on rectifying administrative discipline and order, Vice Chairman of Thanh Hoa Provincial People's Committee - Mr. Le Quang Hung requested agencies and units to review the compliance with discipline and order of officials, civil servants, and public employees directly receiving and resolving administrative procedures.
In which, it is necessary to promptly detect, rectify and handle acts of irresponsibility, avoidance, pushing work, causing trouble, harassment or affecting the publicity, transparency, and fairness in receiving and resolving dossiers.
Notably, the responsibility of the head continues to be emphasized. Heads of agencies and units with the function of resolving administrative procedures must strengthen management and inspection of officials under their management and be responsible to the Chairman of the Provincial People's Committee if disciplinary violations occur, causing trouble, harassment, prolonging the processing time of dossiers or slow handling of reflections from people and businesses.
Violations must be considered for responsibility according to regulations. Officials, civil servants, and public employees with limited capacity or not meeting the requirements at positions that regularly contact and solve work for people and businesses will be considered for transfer or replacement.
The Department of Home Affairs is assigned to coordinate with the Provincial Public Administration Service Center and related units to organize regular or unscheduled inspections at the One-Stop Shop at all levels. The inspection content includes receiving and resolving administrative procedures, implementing codes of conduct, ethics, public service culture and responsibility to serve the people.
For the land sector - one of the sectors with a large number of procedures and directly affecting people and businesses - the Department of Agriculture and Environment is required to strengthen the dissemination of the 2024 Land Law, guiding documents and procedures for implementing administrative procedures.
This is not the first time Thanh Hoa has raised the issue of rectifying the situation of avoidance, shirking, and fear of responsibility among cadres and civil servants.
Right in the action plan to implement socio-economic development tasks in 2026, the Provincial People's Committee has determined to continue to tighten discipline and administrative order and overcome the situation of avoidance, shirking, and fear of responsibility among a part of cadres and civil servants. A similar requirement was previously made by the Chairman of the Provincial People's Committee in Directive No. 10/CT-UBND dated May 30, 2023 on strengthening responsibility in advising and resolving the work of state agencies.
Most recently, on July 30, 2026, Chairman of Thanh Hoa Provincial People's Committee To Anh Dung continued to issue Directive No. 12/CT-UBND on strengthening discipline and administrative order, improving the quality of advice, reducing unnecessary meetings and spending time going to the grassroots level to solve work.
Previously, at the preliminary conference on internal affairs work on June 24, 2026, leaders of Thanh Hoa province also requested to strengthen inspection, supervision and handle cases of irresponsibility, shirking, avoidance as well as negative acts in resolving work for people, organizations, and businesses.
