Thanh Hoa requests proactive evacuation of people from dangerous areas before heavy rain

Thanh Hoa - Before the forecast of rain over 200mm in some places, the province requested to review dangerous areas, proactively evacuate people and strictly control sluices and spillways.

On September 14, information from the Thanh Hoa Provincial Civil Defense Command said that the unit has just issued a document requesting departments, agencies, branches, and localities to proactively implement measures to respond to heavy rain, minimizing damage caused by natural disasters.

According to the news bulletin of Thanh Hoa Provincial Hydrometeorological Station, due to the influence of the tropical convergence zone, from the evening of September 14 to the evening of September 16, there will be moderate rain, heavy rain, in some places very heavy rain and thunderstorms in the province.

Common rainfall is from 80-150mm, in some places over 200mm; especially in the Northwest mountainous area, rainfall is from 40-80mm, in some places over 80mm. The meteorological agency warns of the risk of heavy rain intensity over 100mm in 3 hours, which may cause flooding, flash floods and landslides.

Faced with the above situation, the Thanh Hoa Provincial Civil Defense Command requested departments, branches, units and People's Committees of communes and wards to continue to strictly implement Official Dispatch No. 05/CD-UBND dated September 13, 2026 of the Provincial People's Committee on focusing on responding to tropical depressions and heavy rains.

Localities must closely monitor warning bulletins and forecasts about heavy rain, flooding, flash floods, landslides, tornadoes, lightning, and hail; promptly inform people to proactively prevent and avoid.

Grassroots shock forces are required to inspect and review residential areas along rivers, streams, low-lying areas and areas at risk of flash floods and landslides. Depending on the actual situation, localities must proactively organize the relocation and evacuation of people to safe places, especially in places where heavy rain has occurred.

Localities are also organizing to clear the flow, preparing forces and vehicles on the spot to promptly support people, handle situations and overcome consequences when incidents occur.

Regarding traffic, the Provincial Civil Defense Command requested to arrange forces to guard and control at underpasses, spillways, deeply flooded roads, fast-flowing water and areas at risk of landslides. The forces resolutely prevent people and vehicles from passing through unsafe areas.

Materials and vehicles must also be arranged ready to handle incidents, ensure smooth traffic on main roads and deploy flood prevention plans in urban areas and industrial parks.

For reservoirs, irrigation works and projects under construction, management units must inspect and review plans to ensure safety for works and downstream areas. In which, special attention should be paid to small hydropower reservoirs, small irrigation reservoirs and key reservoirs; arrange on-duty forces to operate, regulate and handle arising situations.

The Provincial Civil Defense Command also requested localities to inspect dyke protection plans, protect key dyke positions, places where incidents have occurred but have not been thoroughly handled, and dyke works under construction.

Forces must strengthen patrols and guards on dyke lines during rain and floods, promptly detect and handle incidents right from the first hour, and prevent passive and unexpected situations from arising.
