Lac Son district (Hoa Binh) currently has more than 25,000 young people aged 16-30, most of whom are Muong ethnic people living in remote areas. With the characteristics of a large area and limited access to the law, the work of propagating and disseminating legal education (PBGDPL) for ethnic minority youth (DTTS) has always received special attention and implementation in a systematic and flexible manner from all levels of the Youth Union.
According to the report of Lac Son District Youth Union, in 2024, the whole district organized 155 legal propaganda sessions, attracting more than 23,000 union members and children. The content focuses on laws closely linked to youth life such as the Law on Youth, the Law on Military Service, the Law on Traffic, the Law on Marriage and Family, the Law on Drug Prevention and Control, etc.
Activities are implemented in many creative forms: mock trial, propaganda via social networks, distributing leaflets in Muong language, school violence prevention forums, legal video clip competitions, and especially the use of artificial intelligence MCs in the Youth News Agency regularly broadcast on the District Youth Union fanpage.
In An Nghia commune, the model of "Traffic Safety School Gate" has been effective. The commune Youth Union coordinated with the police to propagate regulations on wearing helmets, not driving after drinking alcohol and encourage students to sign a commitment to strictly comply with traffic laws.
In Ngoc Lau commune, the Youth Union regularly organizes communication sessions on the Law on Marriage and Family, directly discussing early marriage and consanguineous marriage. At the activities, union members spoke in both common and ethnic languages, making it easier for young people to access and understand the law more clearly.

Comrade Bui Xuan Van - Deputy Secretary of Lac Son District Youth Union - shared: "C propagating the law for ethnic minority youth cannot be done one-sidedly, one-sidedly. We have to be flexible, easy to understand, and linked to real situations. When they understand the law and see the law as close to them, they will proactively live by the law and contribute to maintaining order and discipline for the village.
The Youth Union at all levels also implemented the model of "Sorcering the young people to progress" - during the year, it helped and transformed 52 young people with moderate progress. This is a remarkable effort in preventing crimes and law violations in ethnic minority areas.
Training, political activities, and thematic learning are also regularly organized in coordination with the District Political Center, the police and the judiciary. Thanks to that, the habit of living and working according to the law has been gradually formed among ethnic minority youth, becoming a force of shock to build new rural areas, maintaining security and order in the locality.
Helping ethnic minority youth understand the law - not only to avoid violations - but more importantly, to make them confident in living, studying and contributing within the framework of the law, is a practical and effective direction for today's Lac Son youth.
