Urgently develop a plan for handling measures and proactively find solutions to immediately and completely resolve problems and issues in projects and works that are backlogged, stopped, or behind schedule; effectively use headquarters and office buildings under the responsibility and authority of one's level.
Handle according to authority or propose to competent authority to handle responsibility of individuals and organizations for projects and works that are delayed for a long time.

The People's Committee of Ha Tinh province assigned the Department of Finance and the Department of Planning and Investment to preside over the review, statistics, and synthesis of all headquarters and offices that are not in use or are not used effectively, proactively implement them according to their authority and advise the People's Committee of the province on immediate solutions; at the same time, complete the plan for handling measures; propose handling of responsibilities of related individuals and organizations.
