On the morning of September 7, the Department of Construction issued Notice No. 560 on seeking community opinions on the Draft General Plan of Can Tho City to 2050, vision to 2075.
Collecting opinions at 103 communes and wards
The opinion collection is carried out according to Clause 7, Article 37 of the Law on Urban and Rural Planning. The City People's Committee is the agency organizing the planning; the Department of Construction directly presides over the implementation.
The Department of Construction emphasized that the document being published is a draft dossier in the opinion-gathering stage, researched and proposed by the consulting unit; not yet a dossier submitted for approval and not yet a final planning plan.
All opinions of the residential community, agencies, organizations and related individuals will be summarized, studied, received and explained before completing the dossier to submit to competent authorities for appraisal and approval. The contents that are not received will be explained clearly for reasons.
The opinion collection is carried out simultaneously in 103 communes and wards, and is also announced on the Can Tho City Electronic Information Portal and the Department of Construction Electronic Information Page. People can access documents through A0 size drawings displayed at the headquarters of the People's Committee of communes and wards; electronic documents through QR codes, including planning content reports, draft documents and forms for comments. Information is also disseminated through the media, telecommunications networks and legal social networks.
The time to collect opinions is from August 27 to the end of September 16, 2026. Commune and ward People's Committees summarize and send the results to the Department of Construction before September 19, 2026.
Administrative center location not yet finalized
Regarding information on social networks that Can Tho will move the Administrative Center to Nga Bay, the Department of Construction affirmed that the General Plan dossier is still in the process of researching and collecting opinions.
In the process of planning, the consulting unit must study many options on urban space organization, functional areas and central systems to choose the most suitable option for the long-term development orientation. Therefore, the locations or options appearing in the current documents are only research and proposal contents, not final decisions.
Regarding the location of the Administrative Center, this is an issue that has a long-term impact on urban space organization, transportation, technical infrastructure, people's accessibility and the operation of the administrative apparatus. Therefore, this content will be considered on a comprehensive, scientific and cautious basis.
After completing the opinion collection, the Department of Construction will summarize, study, absorb, explain and complete the dossier for submission for appraisal and approval. Only when approved by competent authorities will the orientations in the project have legal value for implementation.
The Department of Construction requests people to study documents and send opinions through the People's Committees of communes and wards where they reside or official channels; and be cautious with unverified information about projects being studied.
