On the morning of December 11, Mr. Le Xuan Toan - Deputy Director of the Khanh Hoa Provincial Construction Investment Project Management Board - confirmed that the Department of Agriculture and Environment and relevant agencies will inspect the phenomenon of concrete cracks on the surface of the main dam and handle the situation of continuous seepage in the main dam corridor of Song Than Lake.
According to Mr. Toan, the project is still in the acceptance, handover and operation phase.
Therefore, all problems related to cracks and leaks are the responsibility of the construction contractor. The investor continues to monitor the quality before accepting the handover of the project.

The consortium of Cuong Thinh Thi Construction Investment Group Joint Stock Company and Duc An Construction Investment Company Limited (Hanoi) is the main contractor for the construction of Song Than reservoir.
Mr. Toan added that the investor has developed a plan to hire an independent inspection consultant to comprehensively assess the quality of the project, especially related to recent leaks and cracks.
Regarding the cause of the concrete crack, Mr. Toan explained that this crack is located in a 6cm thick layer of fine grain concrete - the layer that creates aesthetics and shapes the slope of the dam surface.
Meanwhile, the phenomenon of water seepage inside the dam body corridor is assessed as "not in accordance with the investor's wishes" because the seepage water occurs outside the area of the designed water intake pipes inside the dam.

For this situation, the investor has cleared the water intakes, from which the amount of water absorbed is led to the collection system before draining out.
The Song Coal reservoir has a capacity of 85 million m3, invested by the Khanh Hoa Provincial Construction Investment Project Management Board.
The project started in 2018, with a total investment of more than 1,040 billion VND from government bonds, central and local budgets. The project was inaugurated in September 2025, welcoming the 1st Khanh Hoa Provincial Congress of Delegates, term 2025-2030.
Song Than Lake is designed to serve irrigation of about 3,500 hectares in the southern area of Ninh Thuan province (old administrative unit) and supply water to Lanh Ra Lake. In the next phase, the investor plans to invest in a water pipeline system from Song Coal Lake to supply water to the Ca Na area and Ca Na Industrial Park.
