The Canh Tang Reservoir Project was built in Lac Son and Yen Thuy districts (old Hoa Binh province), with a total investment of over VND3,900 billion. The project includes a main dam over 53m high, 850m long, an auxiliary dam and a water supply pipeline system nearly 30km long.
When completed, the reservoir will have a capacity of nearly 91 million m3, contributing to ensuring irrigation water for thousands of hectares of agricultural land, while creating conditions for aquaculture development and eco-tourism.

Up to now, the Canh Tang Lake project has been completed and put into use 8 resettlement points and 2 flood avoidance routes. However, site clearance (GPMB) progress is still the biggest bottleneck. The newly completed pipeline item has been handed over more than 5.6/29km (equivalent to 19.38%). The unit item cannot reclaim residential land and garden land due to no decision on resettlement land allocation.
According to the representative of the Irrigation Investment and Construction Management Board 1, the inventory has been completed, but the main problem lies in the stage of verifying the origin of the land. Many households have transferred but have not completed their documents; many plots of land do not have red books; The People's Committee of Lac Son district (old) - the investor of the GPMB component has expired, the seal is no longer legally valid, making it difficult to transfer procedures to the new unit.
Relevant communes also reported further on the overlapping situation, lack of legal documents and the number of households affected. The leaders of the communes pledged to closely coordinate, mobilize people to agree, and create conditions for early handover of construction sites.
Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep requested units to focus highly on site clearance, especially speeding up the verification of land origin in canals that have completed the counting. The appraisal and approval of the compensation plan will be carried out in stages, ensuring timely payment conditions and compliance with regulations.
The Deputy Minister also emphasized that the project needs to be completed on schedule to serve the inauguration goal on the occasion of August 19, 2025 - the 80th anniversary of the August Revolution. He suggested that the People's Committee of Phu Tho province study and supplement the area for anchoring boats in the lake and taking advantage of the water surface to develop an eco-tourism model, linking environmental protection with regional economic development.

Concluding the meeting, Vice Chairman of Phu Tho Provincial People's Committee Dinh Cong Su assigned the Department of Agriculture and Environment to preside over, guide and coordinate to speed up the progress of land acquisition and resettlement procedures. Assign the Provincial Irrigation Works Exploitation Company to receive and operate the unit, ensuring the safety of the project, especially during the rainy and flood season.
Yen Phu Commune People's Committee was assigned to preside over the handover of the site clearance documents on the same day, coordinating with the Project Management Board of Region 3 to continue implementing the next steps. The Chairman of the People's Committees of Yen Phu, Lac Son, Dai Dong communes is responsible for directing and coordinating with units to promote progress.
