154 households have not yet handed over the site
Project Management Board 4 (Vietnam Road Administration) has sent a report to Vice Chairman of Da Nang City People's Committee Phan Thai Binh on the implementation of the project to renovate and upgrade National Highway 14E, section Km15+270 - Km89+700 (formerly under Quang Nam province, now under the new Da Nang city).
The project is 71.38km long, passing through 7 communes: Thang Binh, Dong Duong, Viet An, Hiep Duc, Phuoc Tra, Phuoc Hiep and Kham Duc, with a total investment of more than VND 1,848 billion, starting in March 2023, expected to be completed in 2025. The project is mobilizing 57 construction teams, 264 equipment, 55 engineers and 223 workers. Many items have reached over 70% of the volume, such as excavating roadbed 90.11%, filling 85.56%, and providing crushed stone layer 2 to nearly 80%.
The site clearance work (GPMB) has reached 96.52%, but there are still 154 households that have not been handed over, of which 38 households within the Km15+270 - Km15+820 railway overpass area are considered the bottleneck of the project.
In Thang Binh alone, some households, even though they have received the money, have not yet handed over land, waiting for resettlement arrangements or resolving petitions on property compensation. Similar situations occurred in Dong Duong, Viet An, Hiep Duc communes with dozens of households approving compensation plans but not receiving money or obstructing construction.
In addition, many technical infrastructure items have not been relocated on schedule, especially the 22kV medium-voltage power system, lighting, telecommunication lines and water lines within the railway overpass, causing the construction of the service road and related items to stall.
Accelerate site clearance before the storm season
Project Management Board 4 recommends that the People's Committee of Da Nang City urgently direct relevant units to promptly complete site clearance, especially the railway overpass area; promptly assign the investor of the GPMB sub-project to specific units; guide the handling of pending compensation records; and urge Da Nang Power Company to promptly relocate all power infrastructure out of the construction area.

For the Party Committees, People's Committees of communes, and Management Boards, it is recommended to step up propaganda, quickly approve compensation plans, mobilize people to hand over the site and protect the construction of households that have received money but do not comply.
The National Highway 14E project is included in the medium-term public investment plan for 2022-2025. Project Management Board 4 believes that the slow progress of site clearance will directly affect the ability to complete the project on schedule, especially as the rainy and stormy season is approaching.
The project to renovate and upgrade National Highway 14E connecting National Highway 1A from Thang Binh Commune to Ho Chi Minh Road - Phuoc Son Commune is 71.38km long, with a total investment of more than VND 1,848 billion, from the State budget. In March 2023, the project officially started construction, expected to be completed in 2025.
The project is divided into 3 bidding packages; the consortium of Tan Hoang Long Trade Construction Investment Joint Stock Company - Thuan An Construction and Trading Development Joint Stock Company (later changed to Thuan An Group Joint Stock Company) - Tay An Construction and Investment Joint Stock Company won the XD02 bidding package for the construction of the section km40+00 - km71+500. The winning price of the XD02 package is more than 507 billion VND.
