The Ring Road 4 project in Hanoi Capital has a total length of about 113.52km, passing through 3 provinces and cities: Hanoi, Hung Yen, Bac Ninh, and is identified as an inter-regional ring road traffic axis with a particularly important role in the national transport infrastructure network.
After more than three years of implementation, site clearance work, the key stage, deciding the progress and efficiency of the Ring Road 4 project in the Capital region, has achieved very positive results.

On the scale of 3 provinces and cities, the total land area recovered to serve the project reached 1,426ha; the work of relocating graves, building resettlement areas, relocating high-voltage power systems and basic technical infrastructure works has been completed, ensuring the general progress requirements of the entire project.
In which, the Project to invest in building Ring Road 4 in the Capital region, the section in Hanoi, is about 59.2km long, passing through 17 wards and communes with a total recovered land area of 800.15ha and 9,039 graves that need to be moved.
Up to now, after 3 years and 2 months of implementation, wards and communes have completed the construction of 13/13 resettlement areas, completed land acquisition, site clearance, tomb relocation, and moved underground and above-ground works to ensure progress. The Project Management Board has completed the relocation of 110kV, 220kV, 500kV high-voltage power lines to ensure construction progress.
In Hung Yen and Bac Ninh provinces, 100% of compensation, support, and resettlement work has been completed with about 625.84 hectares of recovered land.

Along with basically completing site clearance work, the progress of implementing component projects to build Ring Road 4 in Hanoi Capital is being accelerated by investors and contractors according to the direction of the Steering Committee and the City People's Committee.
Component project 2.1 (building parallel roads in Hanoi city), the value of implemented volume reached about 3,575/4,205 billion VND, equivalent to 85%, striving to basically complete the parallel road in the second quarter of 2026.
For component project 2.2 (building parallel roads in Hung Yen province), the volume of asphalt concrete paving reached 23/33.65km, the estimated implementation value reached about 867/1,239 billion VND, equivalent to 70% of the total construction value.
In Bac Ninh province, component project 2.3 (building parallel roads) has basically completed the treatment of weak soil 9.37/9.69km, reaching about 97%; the volume of asphalt concrete paving reached about 4.0/31.8km, the total construction value reached about 1,253/2,307.95 billion VND, equivalent to 50%.

For component project 3 - investing in the construction of the expressway according to the public-private partnership (PPP) method, investors are focusing on organizing the construction of main items, including Hong Ha, Me So, Hoai Thuong bridges and elevated bridge sections on the route.
During the implementation process, some technical contents have been reviewed and adjusted to ensure compliance with planning, optimizing traffic connectivity and exploitation efficiency.
Construction units strive to open the project to traffic before the opening day of the APEC Conference in 2027, in which, priority is given to deploying interchanges to connect the parallel road, specifically the right turns belonging to Me Linh intersection, Thang Long Avenue, National Highway 6...
Regarding construction, Politburo Member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc - Head of the Steering Committee for the implementation of the Ring Road 4 investment project in Hanoi Capital Region requested localities and related units to maximize favorable weather opportunities to accelerate construction progress, thereby ensuring the progress of parallel road construction as well as the entire project that has been set out.
