Contractor shares reasons for slow progress
Package No. 3, component project 3 (belonging to Khanh Hoa - Buon Ma Thuot Expressway) is constructed by contractor Construction Corporation No. 1 - JSC (abbreviated as CC1). CC1 is under construction behind schedule with a workload of up to 25.45%, equivalent to VND122.92 billion. Especially on the 2km section of the road, part of package No. 3, the first area of the route from Km112+740 - Km114+740.
According to the Dak Lak Province Traffic Construction Investment and Rural Development Project Management Board (abbreviated as Dak Lak Province Project Management Board), through inspection at the site, the contractor organized serious shortcomings in the construction teams.
The contractor also almost did not take overtime or work overtime as committed. Due to the CC1's prolonged delay in construction progress and lack of initiative in preparing materials... it is easy to increase the risk of overall delay in the expressway project.
Mr. Tran Van Pha, Executive Director of CC1 construction and installation, admitted: "Although the unit has prepared a license application since the beginning of the project, up to now, the dumping sites have only been granted temporary licenses. This has forced CC1 to find a temporary land gathering plan on the route or move to a temporary licensed landfill... In fact, the contractor has had to adjust the construction plan, increasing the cost of gathering and transferring".
According to Mr. Pha, ensuring a source of materials for roadbed construction is also a challenge. Due to the difference between the geological survey records and the actual site and the amount of fill soil generated, CC1 had to buy commercial goods from outside mines. This not only affects the progress but also increases transportation costs.
Requesting contractors to commit to speeding up progress
Speaking to Lao Dong Newspaper, Mr. Dang Tho Dan - Executive Director of Component Project 3 (under the Dak Lak Provincial Project Management Board) - said: "The Board has repeatedly reminded and requested CC1 to commit to the construction progress, but this unit still did not do so. If CC1 continues to be behind schedule, we will propose to the competent authority to replace another contractor. The Board has issued an ultimatum, requesting CC1 to commit to speeding up the construction progress of the project package".
Mr. Phan Huu Duy Quoc - Chairman of the Board of Directors of Construction Corporation No. 1 - informed: "To ensure the progress committed to the investor, in the coming time, CC1 will mobilize maximum human resources, equipment and machinery for construction. The unit will coordinate with local authorities to speed up procedures for granting licenses for mining soil and stone quarries and completely resolve legal problems.
At the same time, workers will apply the rolling construction plan and sign a contract with a large material supplier, ensuring a stable supply, avoiding construction interruptions".
The Khanh Hoa - Buon Ma Thuot expressway project, phase 1, is divided into 3 component projects. In which, Component Project 1 is managed by Khanh Hoa Provincial People's Committee, with a length of 31.5km; Component Project 2 is managed by the Ministry of Transport, with a length of nearly 37km and Component Project 3 is managed by Dak Lak Provincial People's Committee, with a length of more than 48km.
