Land clearance remains a major barrier
The road project connecting Thach Bich Bridge to Tinh Phong has a total length of 6.11km, passing through Quang Ngai City and Son Tinh District. The total investment is over 694 billion VND from the local budget, the implementation period is from 2019 to 2024.
The capital plan for 2024 allocated for the project is 135 billion VND; the total capital plan allocated for the project to date is over 467.6 billion VND. This is a key project with the goal of completion in 2025 to celebrate the 21st Provincial Party Congress. The project is invested by the Provincial Traffic Construction Investment Project Management Board.
Although it is a key project, the project progress is currently very slow due to the discontinuous construction site, causing difficulties in construction implementation. The main problem lies in the section passing through Son Tinh district, with nearly 2km, corresponding to 101 households/186 plots of land/4.4ha without a compensation, support and resettlement plan. The main reason is that the specific land price for calculating compensation has not been determined and the origin of the land has not been clearly identified.
According to the reporter's records, at Tinh An Tay commune, right from the starting point connecting to National Highway 24B, the contractor completed the road surface, painted lines and planted trees very systematically. However, after only about 300m, the road suddenly stopped because it encountered households that had not yet relocated.
From above, it is clear that the entire road has been planned for construction but there are still many houses that have not been cleared. Construction materials and supplies are scattered on the construction site. In fact, for the past year, the site clearance work has been almost "frozen". The construction site is deserted, there are no construction workers and the people in the project area do not know where they will have to move.
According to the investor representative, currently, only 22.6/135 billion VND has been disbursed, reaching 17% of the capital plan.
By the end of March 2025, 100% of the site must be handed over.
Faced with the current situation of many difficulties in the key project, the investor reported to the Steering Committee for the implementation of key projects in Quang Ngai province in the period of 2024-2025 to direct the People's Committee of Son Tinh district to resolutely direct the Department of Natural Resources and Environment of Son Tinh district, the Management Board of Investment, Construction and Land Fund Development of Son Tinh district, the People's Committees of Tinh Phong and Tinh Tho communes to coordinate in implementing compensation, support and resettlement.
At the same time, complete the dossier, submit it to the Department of Natural Resources and Environment for appraisal and supplement to the district-level land use planning until 2030 and the land use plan for 2025 for the additional area to expand the intersection with National Highway 1 (about 1,600m) and adjust the residential road DS2 (route km0+90.9, length 330m) as a basis for implementation.
Regarding the resolution of problems with the project, Mr. Tran Hoang Tuan - Permanent Vice Chairman of the People's Committee of Quang Ngai province, emphasized that this is a key traffic project chosen by the province to celebrate the 21st Provincial Party Congress. Therefore, Mr. Tran Hoang Tuan directed the investor and related units to focus all resources to speed up the implementation progress. Agencies, units and localities need to coordinate urgently to complete the determination of land origin and specific land prices to develop a compensation, support and resettlement plan for the project. It is necessary to develop a specific site clearance plan soon.
Mr. Tran Hoang Tuan requested that from now until the end of 2024, Son Tinh district must completely handle the case of 28 households whose compensation plans have been approved but have not yet received the money. By the end of March 2025, the entire site must be handed over so that the contractor can construct and complete the project.
