Environmental violations
In response to the reflection on the pig farm in Giao An commune, Lang Chanh district causing pollution, according to a quick report from the People's Committee of Lang Chanh district, the district has directed the Department of Natural Resources and Environment to coordinate with relevant departments, the People's Committee of the commune to organize an on-site inspection of the scene and related records.

According to the People's Committee of Giao An commune, in 2020, Ms. Le Thi Chinh's household (in Vien village) had a production plan as a family farm, belonging to the forestry land area contracted with Lang Chanh Forestry Company. The total area is 8.3 hectares, approved by the Director of Lang Chanh Forestry Company on August 11, 2020, agreeing to renovate 2,000m2 of land to build camps, livestock farms, warehouses, and dried yard, combined with the family-run livestock model within the household contracting forestry land.
Based on that approval, Ms. Chinh's household organizes forest planting, combined with raising chickens and ducks and regularly raising 1-22 breeding pigs. Recently (early 2025), due to high pig prices, households have renovated their barns, expanding the scale to about 300 pigs. Due to lack of legal knowledge, the household did not ask for permission from the competent authority.
On site inspection, the local government found that, in addition to the chicken and duck barn (about 300m2), Ms. Chinh's household has renovated 2 rows of pig barns with an area of about 400m2, divided into 12 cages, each cage has 20 - 35 pigs. At the time of inspection, the household only used 2 biogas tanks of about 18m3, then discharged the waste directly into the prison pond with an area of about 300m2. Along with the surface wastewater, the dead pigs and chickens were also thrown into the pond. In addition, the household does not have a livestock plan or an environmental license issued by a competent authority.
Suspended operations
Also according to the People's Committee of Lang Chanh district, after receiving information about the incident, on February 14, the district coordinated with the leaders of the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development of Thanh Hoa to organize an inspection and record the actual scene. The inspection results showed that the information reported by the press agency and the inspection results of Giao An Commune People's Committee were correct.

On that basis, the People's Committee of Lang Chanh district directed the professional department and the People's Committee of Giao An commune to temporarily suspend the livestock farming activities of Ms. Le Thi Chinh's household. At the same time, monitor the relocation of all pigs from the livestock farming area and collect waste to treat, spray deodorants and disinfectants to minimize environmental pollution. The District People's Committee also requested to complete the dossier to strictly handle violations of land and environment according to the provisions of law.
On February 19, a representative of the Thanh Hoa Provincial People's Committee said that the unit had just issued a document directing relevant sectors and the Lang Chanh District People's Committee to urgently inspect and clarify the incident.
The People's Committee of Thanh Hoa province assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Agriculture and Rural Development, the People's Committee of Lang Chanh district and related units, based on current legal regulations, to urgently inspect, verify and handle violations according to their authority; report to the Provincial People's Committee before February 25.
