Ho Chi Minh City People's Committee has just issued a plan to implement solutions to strengthen urban order management, build communes, wards, and special zones to ensure urban order, discipline, and civilization throughout the area.
According to the plan, the City aims to mobilize the overall strength of the entire political system to remove "bottlenecks" in urban order, towards building 100% of communes, wards, and special zones to meet the standards of order, discipline, and civilization. Thereby, creating clear changes in the urban appearance, improving the quality of life, and gradually changing people's perceptions and habits.
Ho Chi Minh City also requests to strengthen discipline and order, promote the responsibility of departments, agencies, branches and authorities at all levels; and at the same time, raise the awareness of self-discipline in law compliance among the people.
The implementation is carried out uniformly from the City to the grassroots level, with the motto "clear people, clear tasks, clear responsibilities, clear time, clear results".
Localities must prioritize handling complex areas with prolonged violations; closely combine propaganda, mobilization and apply appropriate coercive measures, ensuring compliance with legal regulations and not affecting social security.
The criteria for building urban order and civilization focus on four main groups of contents including: synchronous and safe urban infrastructure; scientific urban order and traffic, not encroaching on roads and sidewalks; spacious and beautiful urban aesthetics, strict management of construction order, gradually undergrounding technical systems; clean environmental sanitation, waste collection in accordance with regulations, not allowing pollution to arise.

In the immediate future, Ho Chi Minh City will promote propaganda in many diverse forms; promote the role of people in detecting and reflecting violations through digital platforms.
The city will focus on embellishing roads and sidewalks; clearing spontaneous markets and illegal parking spots; arranging garbage, undergrounding cables; strengthening inspection and strict handling and preventing recurrence of violations. At the same time, mobilize maximum forces, establish working groups, supervisory groups and clearly stipulate inter-sectoral coordination mechanisms.
In the long term, the City will review and improve mechanisms and legal policies; invest in parking infrastructure, public living spaces; promote the application of science and technology, cameras, artificial intelligence and digital databases in urban management.
The plan is implemented in three phases in the first quarter of 2026 and maintains regular implementation.
Ho Chi Minh City Police are assigned to take the lead in monitoring, inspecting, and summarizing the results; the head of the locality will be responsible if the situation of urban order violations is prolonged and not resolved thoroughly.
