The 39th Conference of the Executive Committee of Ho Chi Minh City Party Committee of the XI term (term 2020 - 2025) was held on the afternoon of April 15 to discuss and comment on the plan of arrangement and reorganization of communal and district administrative units, aiming to build a model of two -level local government organizations.

According to Resolution No. 60 -NQ/TW of the 11th Conference, the XIII Party Central Committee, three localities, Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau will be merged into a unique administrative unit named Ho Chi Minh City.

Ho Chi Minh City Party Committee Secretary Nguyen Van should emphasize that it is necessary to pay special attention to close coordination with the provinces of Binh Duong and Ba Ria - Vung Tau.

This is aimed at ensuring the synchronization, compatibility and harmony in the process of rearranging departments, specialized agencies, administrative agencies and public non -business units between the three localities.

According to Mr. Nguyen Van should, this is a very new and meaningful issue. The requirement of the Politburo is that the arrangement must bring more obvious efficiency, the organizational structure better than the current, agreed by the people and created positive changes in management and service.

"What is still entangled, can cause the opposite effect, must be carefully discussed to avoid. Therefore, the new implementation process can take place quickly, effectively and sustainably. The ultimate goal is to build a streamlined, efficient, transition from administrative movements to proactively serving people better" - Mr. Nguyen Van should emphasize.

Ho Chi Minh City Party Committee Secretary also noted that in the process of coordination, the authorities of Ho Chi Minh City and the two provinces need to work smoothly, unify the quantity, names of administrative units ... to avoid duplicating or generating unnecessary problems.

Ho Chi Minh City Party Committee Secretary Nguyen Van should also propose the Conference to focus on some key issues such as arrangement plan, implementation steps and roadmap to reorganize communal administrative units in Ho Chi Minh City.

In this process, special attention should be paid to the size, number and name of the communes and wards after arranging. The merger must ensure the requirements of population, area, development conditions, and in accordance with the people's thoughts and aspirations.

Mr. Nguyen Van should emphasize that many places in Ho Chi Minh City have gone into poetry, history and culture, becoming a part of the memory and identity of the community - such as the place of Mrs. Diem in Hoc Mon district. Therefore, the rehabilitation cannot be done through the speaker or simple.

"The naming can encounter critical opinions, which is normal. It is not expected to have absolute consensus from the beginning, because we still have a wide opinion from the people. There is no beautiful or bad name, but evaluating the way we name the responsibility, awareness and importance" - Mr. Nguyen Van should say.

Ho Chi Minh City Party Committee Secretary likened: "The comrades kept thinking, naming a person was hard, a family when a child was born, he also thought a lot.

Mr. Nguyen Van should also require relevant agencies to take into account the rearrangement of personnel, facilities, administrative offices, documents when converting the model from the three -level local authorities to two levels.
