Cadre evaluation on a 100-point scale
The Organization Committee of the Ho Chi Minh City Party Committee has just issued guidelines for evaluating, ranking and using the evaluation results for cadres, civil servants, and public employees in the city's political system in the third quarter of 2026.
Ho Chi Minh City unanimously implements assessment based on the work performance index (KPI).
The evaluating subjects include leaders and managers at all levels; civil servants and public employees who do not hold leadership or management positions and are working in localities, agencies, and units in the city's political system.
For leaders and managers, the assessment content is quantified on a 100-point scale. Among them, 30 points are for general standards such as organizational discipline, political qualities, ethics, lifestyle, implementation of working regulations, principles of democratic centralism, exemplary responsibility and building internal solidarity.
The remaining 70 points focus on the results of task implementation, including the results of leadership, direction, administration and organization of the implementation of targets and tasks; the level of task completion of organizations, agencies, and units under their responsibility.
For civil servants and public employees who do not hold leadership or management positions, the evaluation method is also quantified on a scale of 100 points.
30 points on general standards, focusing on organizational discipline awareness, political qualities, ethics, lifestyle; innovative thinking, aspiration to contribute, spirit of daring to think, daring to do; compliance with working regulations, principles of democratic centralism, self-criticism and criticism, solidarity and coordination in work.
70 points on task performance results, including the level of completion of assigned responsibilities and tasks, advisory capacity and work handling skills.
Cadre evaluation on software
Ho Chi Minh City requests unified implementation of KPI assessment on the software for evaluating cadres, civil servants, and public employees of the city.
The Standing Committee of the Party Committee, leaders of agencies and units are responsible for deploying, directing and supervising the creation of personal accounts on software for cadres, civil servants, and public employees under their management authority, ensuring the progress of the Q3/2026 evaluation.
Specifically, full-time officials at public non-business units in the fields of education, health, culture, sports and tourism have not yet been evaluated on the software. The evaluation of this group will be guided by the Department of Home Affairs to suit the specifics of each field.
At general corporations, companies, Ho Chi Minh City Union of Trading Cooperatives and mass associations assigned tasks by the Party and State, KPI evaluation on software is applied to titles under the management of the Standing Committee of the City Party Committee.
2 quarters of not completing tasks will be replaced
The results of each quarter's assessment will directly impact the year-end ranking.
According to the guidance, if an individual has 1 quarter in the year classified as "Not completing tasks", they are not classified as "Excellently completing tasks" for the whole year.
The year-end ranking is based on the evaluation results of each quarter and the results of task performance in the fourth quarter. In case there are many individuals who meet the conditions for ranking as "Excellently completing tasks", priority is given to those who have more quarters proposed for excellent ranking or have higher bonus points in the quarters.
Notably, Ho Chi Minh City immediately implements the replacement of officials with evaluation and classification results of "Not completing tasks" from 2 quarters or more.
Through periodic assessment, Ho Chi Minh City aims to promptly detect, nurture and use cadres with outstanding capacity, innovative thinking, creativity, daring to think, daring to do, and daring to take responsibility for the common good.
At the same time, the city will rectify, screen, and replace officials who are limited in capacity, irresponsible, and do not meet task requirements.
Quarterly KPI evaluation results are also used as a basis for localities, agencies, and units to implement additional income expenditures for cadres, civil servants, and public employees.
