Ho Chi Minh City People's Committee has just issued directing opinions related to the appraisal of the feasibility study report of the Phu My 2 bridge construction project in the form of public-private partnership (PPP), BT contract (build - transfer).
Ho Chi Minh City People's Committee agreed with the proposal of the Appraisal Council on the policy of not hiring consultants to appraise the project feasibility study report. At the same time, assigning the Appraisal Council to be responsible for the legal basis, accuracy of data and report content; urgently implement relevant procedures, organize appraisal and submit for approval in accordance with regulations, ensuring completion before April 30, 2026.
In the appraisal process, the City requests special attention to carefully assessing the financial plan, total investment, comparing investment rates with similar projects, along with technical plans, norms and unit prices to ensure feasibility and investment efficiency.
The Ho Chi Minh City People's Committee assigned the Department of Finance (the standing agency of the Council) to preside over and coordinate with departments, branches and related units to organize a meeting of the Appraisal Council in accordance with the prescribed order and procedures.
The city requests Masterise Phu My Infrastructure Co., Ltd. (project investor) to proactively coordinate with relevant agencies to complete the Feasibility Study Report, ensuring sufficient conditions to serve the appraisal work.
The Phu My 2 bridge project was previously grounded on January 15, 2026 with a total investment of about 23,186 billion VND, including loan interest during construction.
Phu My 2 bridge has its starting point at Nguyen Huu Tho street (HCMC), the ending point connecting to Lien Cang street (Dong Nai province), the total length of the entire route is about 6.3 km. Of which, the section passing through HCMC is about 4.6 km long, the rest belongs to Dong Nai province. The project is located about 2 km from the existing Phu My bridge.
According to the design, Phu My 2 bridge consists of 8 lanes, including 6 motorized lanes and 2 mixed lanes, using cable-stayed bridge structure, with a navigation clearance of 55 m - among the highest in the country today.
The bridge and access road section on the Ho Chi Minh City side is more than 2 km long, from the Hoang Quoc Viet area to Dao Tri, designed according to the one-to-two-story elevated road plan. This is the first solution applied in Ho Chi Minh City, aiming to limit site clearance and reduce impact on planning in the context that the Hoang Quoc Viet road area has narrow road boundaries and is difficult to expand.

The project is expected to be implemented from now until 2029. When completed, Phu My 2 bridge will contribute to reducing the load on the existing Phu My bridge, National Highway 1, National Highway 51 and Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Along with the North-South trunk road (Nguyen Huu Tho road) and road 25C (Dong Nai), the project is expected to form a traffic corridor connecting quickly to Long Thanh airport, strengthening regional linkages and reducing transport pressure for the eastern area of Ho Chi Minh City.
