According to Resolution 80, the policy is applied to students in one of the following cases: orphans of both parents; orphans of parents and abandoned by the other, currently living with grandparents or caregivers but these people have also passed away; disabled students with certificates according to regulations; students with parents, grandparents or caregivers belonging to poor households, near-poor households according to local poverty standards.
