Ho Chi Minh City urgently deploys software to manage and collect sidewalk fees

Ho Chi Minh City is accelerating the development of software to manage, license and collect fees for temporary use of roads and sidewalks throughout the area.

On July 7, the Ho Chi Minh City Department of Construction said that it is urgently coordinating with VNPT Ho Chi Minh City to complete the software for temporary management and use of roads and sidewalks.

At the same time, organize training and education for civil servants and employees at the Department of Construction and People's Committees of wards and communes to operate the system.

The software is expected to be deployed in July. In the initial phase, the city will pilot in some localities representing specific areas such as the center, suburbs or places with a need to temporarily use high roads and sidewalks.

Based on the pilot results, the system will be completed before being widely deployed throughout the area.

According to the Department of Construction, the software is designed to serve both management agencies and people and businesses.

The system will integrate many functions such as receiving online dossiers, processing licensing, managing electronic dossiers, and connecting with the information system to resolve administrative procedures of the Ministry of Construction.

Notably, all licensing activities will be managed on the digital map of Ho Chi Minh City. Through this, functional agencies can visually monitor locations allowed to temporarily use roadways and sidewalks, serving inspection, supervision and operation. The system also integrates the function of collecting fees, charges, statistics, reports and centralized data management.

To facilitate people, the application will be released on both the Play Store and App Store, allowing procedures to be performed right on smartphones.

According to the Ho Chi Minh City Department of Construction, the current licensing process still has many manual stages. People must submit dossiers, then functional agencies conduct appraisal, on-site inspection, submit for approval and financial reconciliation if fees are incurred. This process takes a lot of time and increases the workload of management agencies.

The application of digital platforms is expected to overcome the above inadequacies, helping to shorten the time to process dossiers, reduce administrative procedures, increase transparency and improve the efficiency of management of temporary use of roadways and sidewalks.

While waiting for the software to be deployed, localities will continue to license 6 groups of cases that are allowed to temporarily use roads and sidewalks, including: serving political, cultural, and sports events; disaster prevention and control, rescue; construction; gathering of waste and construction materials; organizing funerals and weddings; parking in case of necessity.

Previously, at the beginning of 2024, Ho Chi Minh City had implemented temporary use fees for roads and sidewalks for a number of activities, including business activities.

However, from the beginning of 2025, when the Road Law and the Road Traffic Order and Safety Law took effect, the city then temporarily suspended toll collection to review and study management models suitable to new legal regulations before re-implementing.
