On July 16, the Ho Chi Minh City People's Committee sent a document to the Prime Minister and the Ministry of Construction proposing a comprehensive digital transformation solution in the process of granting transport business licenses and badges for transportation activities.
After merging with Binh Duong and Ba Ria - Vung Tau provinces, Ho Chi Minh City is managing a total of 7,181 transport business units (of which the old Ho Chi Minh City was 5,384 units; the old Binh Duong province was 1,387 units; the old Ba Ria - Vung Tau province was 410 units), with 256,072 vehicles granted transport badges.
In just the first 10 days of July 2025, Ho Chi Minh City has received, processed the issuance of new or re-issued transport business licenses to 40 units and issued more than 5,800 vehicle badges.
However, printing and returning results is currently facing many difficulties due to the large number of documents, while the professional system of road transport management of the Ministry of Construction does not have the feature of filtering by locality. This has caused delays in handling and returning results at the old administrative centers of Binh Duong and Ba Ria - Vung Tau, causing inconvenience to businesses.
The Ho Chi Minh City People's Committee proposes to allow transportation businesses to receive results of processing documents in electronic form through the non-administrative online public service system, instead of having to go directly to the headquarters of the issuing agency to receive paper printing.
To do this, the Chairman of the Ho Chi Minh City People's Committee recommended that the Prime Minister consider and approve the implementation of a comprehensive digital transformation solution in receiving and returning electronic results for transport business licenses and vehicle badges.
All information will be stored on the road transport management system of the Ministry of Construction, easy to monitor, manage and look up through QR-code.
Ho Chi Minh City also recommended that the Ministry of Construction soon propose amending and supplementing Decree No. 158/2024/ND-CP in a manner consistent with the new reality after the rearrangement of administrative units. This adjustment aims to simplify the process, reduce the burden of procedures for both management agencies and businesses, and at the same time promote the effectiveness of the online public service system.
Ho Chi Minh City requests the Ministry of Construction to direct the Information Technology Center to promptly update and add features on the system so that transport units can receive license and badge results in electronic form.
In the immediate future, it is necessary to add a function of filtering results by location to more effectively support Ho Chi Minh City in the printing and return of documents results.
