On December 9, the 6th session (year-end annual session) of the 10th term of the Ho Chi Minh City People's Council, term 2021-2026, officially opened. At the session, the Ho Chi Minh City People's Council considered 27 contents of the draft resolution on legal norms and 23 separate resolutions, including many important regional transport - infrastructure projects.
One of the key contents is the unification of competent authorities to implement PPP investment projects passing through Dong Nai and Ho Chi Minh City.
According to the submission, the Ho Chi Minh City People's Committee will be the competent authority to deploy Phu My 2 bridge with a total capital of more than VND 25,101 billion. Dong Nai Provincial People's Committee was assigned to implement the remaining two projects including Cat Lai Bridge and Long Hung Bridge (Dong Nai 2 Bridge).
All three bridges are expected to be implemented in the 2025 - 2028 period. When completed, it will enhance traffic connectivity in the Southeast region, reduce the load on existing main routes and expand urban development space for Ho Chi Minh City and Dong Nai.
The meeting also considered the proposal to adjust the investment policy for the project to build, renovate and expand Ton That Thuyet Street and the green park along the Te Canal. According to the adjustment plan, the total investment capital increased from more than VND 2,200 billion to more than VND 5,554 billion due to expanding the scale and cost of site clearance.
The project to upgrade 3.4km of Ton That Thuyet Street, from Van Don Wharf to the intersection of Ton That Thuyet - Truong Dinh Hoi; widen the road surface from 7-8m to 27m; build a new bridge over Nguyen Kieu Canal, expand Nguyen Kieu Bridge, build Road No. 1 (185m long), arrange a boat dock, canal embankment and landscape park along Te Canal. After the People's Council approves, the city plans to adjust the planning and site clearance in 2026 to start construction and complete in 2028.
The Ho Chi Minh City People's Council also considered adding civil servants under Ho Chi Minh City Social Insurance to the eligible for additional income under Resolution 98 at the rate of 3 million VND/person/month. If approved, about 1,547 civil servants will benefit from this policy.
Ho Chi Minh City plans to allocate more than 150 billion VND per year to increase capacity for the health station system.The city will attract doctors, nurses, midwives and nurses who have retired or are in the older labor force but are still healthy and have a practice license (except for preventive medicine) to work at the health station.The support level includes: 9 million VND/person/month for doctors; 7 million VND/person/month for nurses, midwives, doctors...
The city also supports contract funding for service staff, security guards and security guards at health stations to ensure each station has enough support forces, helping the health team focus on expertise.Ho Chi Minh City also established civil defense teams in each neighborhood and hamlet.The whole city will have about 5,951 civil defense teams, contributing to improving the effectiveness of self-management and fire prevention and fighting at the grassroots level.
On the second working day (December 10), the Ho Chi Minh City People's Council will question the leaders of the Ho Chi Minh City Department of Food Safety about State management in the field of food safety and hygiene.
The delegate will also question the Director of the Ho Chi Minh City Department of Construction about the progress of key public investment projects; solutions to prevent traffic congestion; results of implementing social housing development programs; coordination in granting home ownership certificates in apartments.
