The Chairman of the Ho Chi Minh City People's Committee directs heads of departments, branches, sectors, units, as well as Chairmen of People's Committees of wards, communes, and special zones to proactively implement preventive measures and prepare detailed response plans in case the storm affects the city. Vehicles, materials, and forces must always be ready to handle situations of heavy rain, thunderstorms, and flooding.
All units must organize a serious 24/7 on-duty according to Decision No. 3039/QD-UBND dated August 6, 2024 on regulations on on on-duty to respond to incidents, natural disasters and search and rescue. At the same time, inform the phone number of the on-duty team, assign on-duty forces to promptly support people when they encounter difficulties.
For coastal areas, especially Con Dao special area, the Ho Chi Minh City People's Committee requires strict implementation of the Plan to ensure safety for people and vehicles operating at sea and in port waters according to Decision No. 812/QD-UBND dated March 12, 2021. It is necessary to closely monitor the developments of the storm, regularly inform vehicle owners to proactively prevent it. The counting and guidance of ships (including tourist ships) to escape from dangerous areas or return to safe shelters must be carried out urgently.
The Ho Chi Minh City Command, the City Police, the Maritime Port Authority and the Border Guard are also required to arrange forces, prepare vehicles and equipment to be ready to participate in rescue when necessary.
The Department of Construction, Irrigation Services Management Company, Urban Drainage Company and the Technical Infrastructure Management Center need to coordinate with local authorities to effectively operate the sewer system, spillway, and pump to promptly handle flooding caused by heavy rain.
At the same time, the Department of Construction directed the pruning of trees to limit the risk of fallen trees causing accidents; the City Green Tree Park Company must quickly handle incidents caused by fallen trees during the storm.
Regarding tourism activities, the Department of Tourism and Saigon Tourism Corporation - One Member Limited Liability are required to temporarily suspend all activities of tourist boats on rivers and sea when the weather is dangerous, with big waves and strong winds. Units must strictly inspect vehicles, ensure adequate life jackets, life buoys, and communication equipment for tourists.
Ho Chi Minh City Power Corporation must urgently fix the problem of power line damage caused by thunderstorms.
The Department of Culture and Sports coordinates with the Department of Construction to inspect and reinforce signs and billboards to ensure safety; at the same time, limit the organization of outdoor performances when there are bad weather warnings from authorities.
