The project will be considered and approved for investment policy by the Ho Chi Minh City People's Council at tomorrow morning's session (February 6).
According to the submission of the Ho Chi Minh City People's Committee, Vinh Loc road (the section from Tran Van Giau road to 2A road - Vinh Loc Industrial Park) is more than 7.1 km long, currently only about 7-8 m wide.
This road will be expanded to 30 m, nearly 4 times the current situation. The project also invests in building a new Ba Tri bridge with a length of 31 m.
In addition to the main route, the project also invests in two key intersections. In which, the Vinh Loc - Tran Van Giau road intersection will be expanded in scope, arranged right turn lanes to enter and exit the intersection, and build a traffic island.
The intersection of Vinh Loc - Quach Dieu - Vo Van Van - Nguyen Thi Tu intersection is also fully invested according to the plan.
The total investment of the project is about 6,870 billion VND, divided into two component projects.
Component project 1 is compensation, support and resettlement, with a total estimated capital of about 5,807 billion VND.
The total recovered land area is about 23.83 ha, affecting 1,424 cases (93 cases were completely cleared and 1,331 cases were partially affected).
Binh Loi commune has 5 cases partially affected; Vinh Loc commune has 426 cases partially affected; Tan Vinh Loc commune has 934 cases affected, of which 93 cases are completely cleared; Binh Tan ward has 59 cases partially affected.
Component project 2 is to upgrade and expand Vinh Loc road, with a total investment of about 1,063 billion VND.

According to the plan, after being approved by the Ho Chi Minh City People's Council, the project will deploy compensation, support, and resettlement work from Quarter I/2026 to Quarter IV/2026.
The project is expected to start construction in Quarter I/2027 and be completed and put into operation in Quarter III/2028.
Vinh Loc road was approved for investment policy by the Ho Chi Minh City People's Council in 2015, but with many obstacles, the project could not be implemented. At that time, the road was only planned to be expanded to 18 m on a section of about 6 km long, with a total construction cost of about 257 billion VND.
According to the Ho Chi Minh City People's Committee, the expansion of Vinh Loc road is currently an urgent requirement, because the narrow cross-section makes the road often overloaded, posing a risk of traffic unsafety.
The project is expected to break the "unique path" in regional transport, when container trucks from Vinh Loc Industrial Park to Le Minh Xuan Industrial Park currently have to circle National Highway 1A, a distance of more than tens of kilometers.
After completion, Vinh Loc road will play the role of a parallel axis, sharing heavy truck traffic with National Highway 1A (section passing through the old Binh Tan district) and Provincial Road 10, contributing to reducing inter-regional traffic congestion.
The route also anticipates a sharp increase in transportation demand when the expanded Le Minh Xuan 2, Le Minh Xuan 3 and Vinh Loc industrial parks come into operation.
In the long term, Vinh Loc road and Nguyen Thi Tu, Lang Le - Bau Co, Ba Ty, Hoang Phan Thai routes will form the "2.5 Ring Road" axis located between Ring Road 2 and Ring Road 3, playing the role of connecting and distributing traffic for the western area of Ho Chi Minh City.
This is also the main access axis to Metro stations No. 1 (Ba Tri bridge) and Metro No. 9 (Vinh Loc intersection), creating a foundation for compact urban development, trade - services in the TOD direction.
