On November 16, the People's Committees of Dong Nai province and the People's Committees of Ho Chi Minh City agreed to assign the Department of Construction of the two localities to review the BOT contract of the National Highway 51 Upgrade and Expansion Project (phase 1) signed with the investor to repair and upgrade National Highway 51.
In the immediate future, the two localities will consider and propose to renovate and repair this national highway to serve traffic, ensuring traffic safety. In the long term, the two localities assess the need to calculate investment options and forms synchronously and effectively.
The National Highway 51 Upgrade and Expansion Project (phase 1) under the form of a BOT contract is under the authority of the Ministry of Transport (now the Ministry of Construction); the project enterprise is Bien Hoa - Vung Tau Expressway Development Joint Stock Company.
The project was completed and put into operation in 2013, then temporarily suspended from toll collection from January 2023 to determine the toll collection time, but has not yet been completely handled.
Implementing the provisions of the 2024 Road Law, the Ministry of Construction has directed the Vietnam Road Administration (the agency assigned to manage assets) to transfer the assets of the road infrastructure of this national highway to the People's Committee of Dong Nai province and the People's Committee of Ba Ria - Vung Tau province (now Ho Chi Minh City) for management and exploitation.
In October 2025, the consortium of Construction Corporation No. 1 (CC1) and Bien Hoa - Vung Tau Expressway Development Joint Stock Company (BVEC) proposed the National Highway 51 Upgrade and Renovation Investment Project (Phase 2) under the Public-private Partnership (PPP) method, BOT contract.
National Highway 51 is about 64 km long, passing through Dong Nai and Ho Chi Minh City provinces (formerly Ba Ria - Vung Tau province). This is a vital national highway, passing through many industrial parks and seaports, so there is a large volume of traffic.
Currently, many sections of this national highway are damaged and degraded.
