On the afternoon of October 9, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that up to now, the construction progress of the more than 47km Ring Road 3 section passing through Ho Chi Minh City (previously) has reached about 60.1% of the construction value.
On September 19, 2025, the Traffic Department chaired the signing ceremony of the "100-day and night" emulation agreement between the investor, contractors and supervision consultants.
The parties are committed to mobilizing maximum human resources, machinery and equipment to speed up progress, striving to complete and technically open the sections that are eligible for early exploitation.
However, according to the latest updated plan, the elevated section from Ho Chi Minh City - Long Thanh - Dau Giay Expressway to Tan Van intersection, 14.7km long, with a scale of 4 lanes, will open to traffic on April 30, 2026, instead of the end of 2025 as previously planned.
Of which, 12.8km of the overpass (from the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection to the upstream and downstream branches of Dong Tron bridge area) is expected to be technically open to traffic on December 19, 2025.
The reason for the delay was determined to be that Tan Van intersection - part of Component Project 5, the section passing through Binh Duong province (before merging into Ho Chi Minh City) - invested by the Binh Duong Provincial Traffic Construction Investment Project Management Board, expected to be completed only on April 30, 2026.
Therefore, the opening of the entire 14.7km elevated road section must be in sync with the progress of Tan Van intersection.

For the section of Ring Road 3 through Cu Chi, Hoc Mon and Binh Chanh, the Traffic Department previously said that it would open the route on the 32.6km crushed stone aggregate level on December 19, 2025 and officially open the entire expressway on April 30, 2026.
Thus, the actual progress of the project is slower than the report at the inspection session of Deputy Prime Minister Mai Van Chinh on September 25, 2025, when the Traffic Department had affirmed that it would put 24.1km into operation in 2025.
According to the report at that time, the three sections expected to open to traffic on December 19, 2025 include: 14.7km of the eastern elevated section; 3km through Binh Duong (now under Ho Chi Minh City), 6.4km in Long An (now under Tay Ninh province).
In addition, on December 19, 2025, the project is also expected to open a total of 41.4km to technical traffic, including: 32.6km through Hoc Mon, Cu Chi, Binh Chanh; 5km through Dong Nai; 3.8km through Binh Duong.

The entire 76.3km long Ho Chi Minh City Ring Road 3 will be completed on June 30, 2026.
The Ho Chi Minh City Ring Road 3 has a total length of more than 90km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh (after the merger). Previously, the project was completed and put into operation the My Phuoc - Tan Van section (15.3km) and the section from DT.25B (Dong Nai) to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, including Nhon Trach Bridge, from August 2025.
The remaining part is more than 76km long, with a total investment of nearly VND 75,400 billion, and is being implemented by localities with 4 expressway lanes and non-continuous parallel roads.
When completed, Ho Chi Minh City Ring Road 3 will create a strategic connection axis between Ho Chi Minh City and the provinces in the key economic region of the South, reduce the burden on the inner city, shorten the time for goods transportation, and at the same time open a corridor for modern urban - industrial development, becoming a new growth driver for the whole region.
