The project to prevent landslides on the Red River bank in Son Ha commune, Bao Thang district (now Bao Thang commune) is being implemented to protect land, keep the existing infrastructure system safe and minimize the risk of riverbank landslides, a situation that occurs frequently every rainy and flood season on this river section.
This is a large-scale project, playing a key role in protecting residential areas and essential works of the locality.

The project has a total length of about 2km, extending from the Son Ha water plant area to the location about 800m downstream from Pho Lu bridge. The embankment is designed in the form of a low-rise wall combined with a sloped roof on the top, using 12 hectares of land.
The project belongs to group B, classified as a level I agricultural and rural development project. The implementation period is 2024-2025, with capital from the central budget reserve and the provincial budget.


Reporters' records at the scene at the end of November showed the urgent working atmosphere of the units. Along the Red River bank through Bao Thang commune, many excavators and trucks are operating to construct the foundation holes and pay the stakes.
During the days when the water level rose, many foundation holes had to be temporarily stopped, waiting for the water to recede before continuing to be implemented. At the construction site, materials are gathered in clusters, and workers are also making concrete components.

Despite the difficulties, the relevant units affirmed that they will do their best to ensure the project is completed on time as scheduled.
Mr. Le Minh Truong - technical officer of Corporation 319 (Ministry of National Defense) informed that the construction contractor is mobilizing about 20 workers to be on duty at the construction site every day.
According to Mr. Truong, in recent times, due to the impact of storms and floods, the Red River water has continuously risen, causing many items such as digging foundations and deposit payments to be interrupted.
"When the weather is favorable, we will increase machinery and add personnel to ensure progress and quality. Up to now, the construction unit has completed 20 embankments and has closed piles and drilled foundation holes in many locations, said Mr. Truong.


Talking to reporters, Mr. Hoang Van Hai - Deputy Head of Project Department 4, Lao Cai Provincial Construction Investment Project Management Board said that the total investment of the project is 170 billion VND. Up to now, the construction value has reached about 40%.
However, according to Mr. Hai, the progress is still slow compared to the plan due to land clearance problems. Because part of the embankment is overlapping with the land of the sand mining unit, the enterprise has not agreed with the land acquisition plan, causing the contractor to not be able to continuously construct.

"The impact of floods and rains has caused the Red River water level to rise frequently. Although the contractor has focused on human resources and machinery, it has not been able to speed up the progress.
Currently, we have reported the policy, asking the People's Committee of Lao Cai province to allow adjusting the project implementation time to June 30, 2026", said the Deputy Head of Project Department 4, Lao Cai Provincial Investment and Construction Project Management Board.
In addition, the investor requires the contractor to mobilize at least 100 workers on the construction site when the weather is favorable, while maintaining 5 to 6 construction teams to speed up important items.
