Previously, the provincial People's Council had a resolution to approve the project investment policy; The provincial People's Committee issued a project approving the project with a length of about 3.72 km, with the beginning point with Highway 51, connecting Provincial Road 991 (DT 991), the end point connected to Cai Mep - Thi Vai port road.
The section from the beginning of the route to km 0+820 has a cross -section of 30m; The section from km 0+820 to the end of the route has a cross -section of 35m. Land use area is about 17.13 ha; The total investment is over VND 1,330 billion.
The project aims to connect with provincial road 991 to complete the East -West axis in Ba Ria - Vung Tau; Connecting strategic and goods routes for port areas.

The Board has taken the steps to implement the project as prescribed. However, in March 2025, the Appraisal Council had a proposal to adjust the project investment policy. In early April 2025, the Department of Finance has just reported the adjustment of the project investment policy.
According to the proposed content, the scale of the cross section is adjusted up to 57m; Land use area is about 30.98ha; The total investment is over VND 2,088 billion. In particular, the central budget is about 882 billion dong; Local budget is over VND 1,206 billion.
