Hanoi - The city will ban gasoline motorbikes in Ring Road 1 according to the time frame/time and area from July 1, 2026.

At the 28th session - Special session held on November 26, with the majority of delegates in favor, the Hanoi People's Council passed a resolution to replace Resolution No. 47 of 2024 on low-emission criteria regulating the implementation of low-emission zones in Hanoi.

Accordingly, the scope of adjustment of the new resolution to replace the old resolution will stipulate the criteria, conditions, order, and procedures for determining low-emission zones; scope of low-emission zones and measures applied in the zone according to a suitable roadmap.

In Article 4 of the above resolution, Hanoi clearly states the criteria for determining low-emission zones: This is an area in a strictly protected zone and an emission-restricted zone identified in the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050.

At the same time, low-emission zones are areas that often experience traffic congestion from level D to F according to TCVN 13592:2022 urban roads - design requirements.

Areas with the air quality index (AQI) assessed for at least the most recent year below the average according to data from national and city monitoring stations will also be identified as low emission zones.

Regarding the roadmap for implementing the low emission zone, from July 1, 2026, a pilot low emission zone will be applied in some areas in Ring Road 1 (including 9 wards of Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu - Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha, Tay Ho).

From January 1, 2028, the city will implement low emission zones in Ring Road 1 and some areas in Ring Road 2 and above (14 wards, including 9 wards in Ring Road 1 and 5, Lang, Dong Da, Kim Lien, Bach Mai, Vinh Tuy wards).

From January 1, 2030, the city will implement a low-emission zone in Ring Road 3 and above, including 36 wards and communes. Including 14 wards in Ring Road 1 and 2 and 22 new communes of Phu Thuong, Xuan Dinh, Nghia Do, Cau Giay, Yen Hoa, Thanh Xuan, Khuong Dinh, Dinh Cong, Phuong Liet, Tuong Mai, Hoang Mai, Vinh Hung, Long Bien, Phuc Loi, Viet Hung, Bo De, Phu Dong, Dong Anh, Thu Lam, Phuc Thinh, Vinh Thanh, Noi Bai.

From 2031 onwards, areas in the area must meet one of the criteria for implementing low emission zones.

In low-emission zones, the city will ban motorbikes and mopeds from running on gas according to the time frame/time or area; prohibit motorbikes and mopeds from doing business on the application software platform to support transportation connection. The city limits and proceeds to ban cars that do not meet level 4 emission standards from circulating in low-emission zones according to time frames/time points or areas.

Hanoi also issued regulations for motorbikes and cars used for transportation business using fossil fuels, in which the green transformation roadmap for motorbikes is required before 2030, with 100% replacement taxis, new investment in using clean energy, green energy, and environmentally friendly from July 1, 2026.

From January 1, 2025, the City People's Committee will decide to limit the circulation of road vehicles, routes, and ranges on a number of routes, road sections, lanes, road directions, and time frames according to actual conditions.

In addition to the regulation prohibiting motorbikes and mopeds from circulating in low-emission zones according to time frames/time points or areas, in low-emission zones, many other measures are also applied such as: Not investing in new and registering newly to control vehicles using fossil fuels when discharging old and expired vehicles, especially vehicles owned by organizations; prohibiting the circulation of trucks over 3.5 tons using fossil fuels.
