Accordingly, in 2024, the unit recorded a total of 48 incidents (including 4 cases of burning straw, 12 cases of flying kites and balloons, 4 cases of flying objects; 8 cases of lasers; 16 cases of aircraft colliding with birds; 4 animals entering the flight area). This number decreased by 46% compared to 2022 and decreased by 53% compared to 2023.
This result is thanks to the fact that from 2022 to now, the authorities have increased the organization of conferences to disseminate legal knowledge to ensure aviation safety for people in communes bordering Noi Bai International Airport.
Most recently, from October 8-10, Noi Bai International Airport coordinated with the Northern Airport Authority, the People's Committees of Quang Tien, Tan Dan, and Phu Cuong communes - Soc Son district, Hanoi to organize a conference to disseminate legal knowledge on ensuring aviation safety and handling straw after harvest in 2024.
Representative of Noi Bai International Airport - Mr. Lai The Son - Deputy Head of Division Safety and Quality Control summarized the results achieved in the coordination work to ensure air clearance and safety for take-off and landing. Mr. Son highly appreciated the role of the People's Committee of Soc Son district, the Northern Airport Authority and the People's Committees of the communes bordering the airport in the coordination work to ensure safety for flight operations.

Regulations and sanctions related to ensuring aviation safety and emphasizing the responsibilities of relevant parties are clearly stated in the Law on Civil Aviation of Vietnam, Decree No. 05/ND-CP and Decree No. 162/2018/ND-CP, Decree No. 45/2022/ND-CP.
Accordingly, actions that reduce the pilot's visibility such as burning straw or shining laser lights affect the pilot's vision. Just a small mistake during a moment of distraction by the pilot can force the plane to make an emergency landing, turn around, or even cause a serious accident, threatening the lives of hundreds of people.
Activities that can cause collisions in the air include flying kites, releasing sky lanterns, planting tall trees, illegally constructing structures near the airport, or activities that attract birds… These activities pose a potential risk of collision with flying aircraft.
Actions that can cause ground collisions include using automated flying devices such as unmanned aerial vehicles (UAV/Drone), flycam; grazing and allowing livestock into the flight area. Unmanned aerial vehicles and livestock that enter the flight area can potentially collide with aircraft during takeoff, landing or while operating on taxiways and aprons.
Actions that can damage Port equipment such as burning trash near airport facilities and equipment, stealing airport equipment, etc. can damage the equipment system, affecting the operation of aircraft at the Port.
Violations of these acts may result in very severe penalties. For example, at Point k, Clause 5, Article 9, Decree 162/ND-CP/2018 stipulates “a fine of VND 30,000,000 to VND 40,000,000 for the act of “Using laser lights in airports, airfields or areas adjacent to airports affecting aircraft take-off, landing, and movement at airports”.
At the conference, the staff also provided some solutions to help people change their old habits. Instead of burning straw after the harvest season, they should switch to treating straw safely and scientifically: Using a mixture of microorganisms to treat straw into organic fertilizer.
On this occasion, Noi Bai International Airport presented 700 packages of biological products to the Women's Union of Soc Son district and 6 participating communes, including Tan Dan commune, Thanh Xuan commune, Mai Dinh commune, Phu Minh commune and Phu Cuong commune.
