3% of the site
On December 4, a reporter from Lao Dong Newspaper recorded that the road from Loc Ninh to Dong Hoi Northwest Industrial Park (Quang Tri province) still has many sections that cannot be constructed due to land clearance problems. At the area near the intersection with National Highway 1A in Dong Thuan Ward, site clearance has not yet been carried out.
Ms. Thanh Phuong (Dong Hoi ward) said that she often passes through the Cao Thang - Truong Phuc Phan section and sees the project taking a long time. "If the road is completed soon, it will make connecting and moving much more convenient" - Ms. Phuong said.
The project has a total investment of 150 billion VND, of which the construction package is 100 billion VND, invested by the Quang Tri Department of Finance, with a loan from the Asian Development Bank (ADB). According to the approved schedule, the construction and installation must be completed before March 30, 2025.


The route is 3.818km long, with a cross-section of 18m, including a 9.5m asphalt road surface, a 6m dirt sidewalk and a 2.5m sidewalk. The project also builds a new railway overpass over 102m long.
This is the main East-West axis, creating development momentum for Dong Hoi urban area and connecting functional areas such as Quang Phu Tourist Area, Northwest Dong Hoi Industrial Park, and Bac Nam railway station.
Speaking to Lao Dong Newspaper, a representative of the Quang Tri Department of Finance said that the road has cleared 3.7km of land, reaching 97%. The remaining section passes through 3 hamlets with 27 affected households, of which 20 households have to be resettled and 7 households are compensated in cash.
Because households have lived together for a long time and have different occupations, the needs for resettlement are very diverse. Unifying the common plan is facing difficulties, requiring each household to mobilize, clearly understand the circumstances and aspirations to avoid lawsuits.
To date, 6 households have been paid. The two households submitted their plans to Dong Thuan ward for appraisal. 14 households have been prepared and made public the first and second phases of the plan. The remaining 5 households have not yet made a plan because they have not agreed on resettlement locations or have land disputes.
Finding fundamental solutions
Some of the difficulties the project is facing include not agreeing with the land compensation plan due to unresolved complaints. The land price to be recovered has been determined by the authorities but the households proposed a higher unit price, especially on Ly Thanh Tong and Truong Phuc Phan streets.
Some households have proposed to arrange additional plots of land or change the location of resettlement plots compared to the approved plan. Some assets on the land are reported to have low compensation units.


According to the Quang Tri Department of Finance, the draft new land price list of Quang Tri province (applicable from January 1, 2026) may cause changes in compensation prices, leading to the risk of having to re- shape the plan.

At the same time, the Department of Finance continues to seek the opinion of the Provincial People's Committee to find solutions to remove obstacles and mobilize the remaining households to agree on a plan and promptly hand over the site to the contractor.
